THE POSITION

DESCRIPTION OF WORKAs a senior leader, the Assistant Director is a critical contributor to the success of the Bureau of Capital Projects Construction, Department of General Services. The Assistant Director is expected to plan, direct, and manage assigned operations in a manner that will meet the goals and objectives established by the Bureau Director. The Assistant Director provides day-to-day technical and administrative leadership and works with the Bureau Director to continuously improve the Department of General Services Bureau of Capital Programs Construction.
Key responsibilities include:
- Project Oversight:
Manage capital-funded construction projects across all phases to ensure progress and compliance - Design Review:
Evaluate final project designs for constructability, scheduling needs, and cost accuracy - Schedule Management:
Assess project timelines, approve time extension requests, and address schedule concerns with staff and contractors - Issue Resolution:
Collaborate with contractors, professionals, and agencies to solve project problems and maintain steady progress - Regulatory Compliance:
Ensure adherence to laws, codes, regulations, and project specifications across the construction portfolio - Staff Leadership:
Supervise regional directors and staff while guiding personnel actions, training, and performance expectations
Construction portfolio consists of projects located within other Commonwealth agency facilities such as Department of Corrections (Correctional Institutions), Department of Human Services (State Hospital and Center Facilities), Pennsylvania State System of Higher Education (Universities), Department of Military & Veterans Affairs (Readiness Center and Veterans' Hospital), Department of Conservation and Natural Resources (Flood Control, State Parks), and Pennsylvania Department of Transportation (headquarter building).

Work Schedule and Additional Information:- Full-time employment
- Work hours are 7:00 AM to 3:30 PM, Monday - Friday, with a 60-minute lunch.
- Home Headquartered:
This position is home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. However, travel to construction projects throughout the Commonwealth of Pennsylvania is required. - Salary:

- Seven years of professional experience in the construction and renovation of a wide variety of large commercial or institutional buildings and related construction projects, including four years of supervisory experience; or
- An equivalent combination of experience and training that includes four years of professional supervisory experience.
- This position requires possession of an active motor vehicle license.
- You must reside in or be willing to relocate prior to employment to any county within the Commonwealth of Pennsylvania.
- You must be able to perform essential job functions.
- Experience managing staff focused on Commercial, Institutional, and Educational Construction and Renovation projects, with a working knowledge of a CPM Schedule and Multi-Prime Contractors
- Experience participating in design review and constructability reviews of renovations and new construction, as well as design build bid projects
- Experience writing and generating correspondence to contractors, design professionals, and/or clients regarding project issues, conditions or potential actions
- Experience in contract interpretation, contract disputes, and the resulting resolution or settlement agreements
- Experience using Project Management Information Systems (PMIS) such as e-Builder to manage building construction projects
