The Environmental Quality Operations Manager actively plans, coordinates and manages operations within the Environmental Quality Division of Waste Services Department of Escambia County . This role reports to the Deputy, Waste Services, and covers all Waste Services facilities, including active and closed landfill sites and transfer stations, ensuring adherence to environmental regulations. This role includes the management of Household Hazardous Waste operation and the Waste Tire Processing operation.

This

is a “mandatory testing” position that requires Drug Testing.

EXAMPLE OF DUTIES

Ensure all landfill activities comply with federal, state, and local environmental regulations and permit requirements, to include Title V (air), leachate, stormwater and groundwater.

Ensure compliance with Solid Waste Construction and Operation Permits and applicable Florida laws and regulations.

Conduct regular inspections, audits, and assessments to identify potential environmental risks and ensure corrective actions are taken.

Prepare detailed reports on landfill operations, environmental quality, and sustainability programs.

Maintain accurate records of operational activities, compliance reports, and environmental monitoring data.

Manage all Title V Permit requirements, including compliance driven tasks, such as monthly landfill gas data reviews, semi-annual reports for surface emissions, annual Title V statement of compliance reports.

Developing alternative operating requirements (AOR), greenhouse gas (GHG) reporting and visual emissions tests at the flare station.

Manage landfill gas system operations and maintenance to include well raises and repairs, flare maintenance, system shutdowns, nuisance odors, oxygen/nitrogen intrusion, and other system issues as identified by county and contract staff

Manage water quality sampling and reporting according to the operating permit for Perdido Landfill, as well as Long Term Care (LTC) plan for the closed landfills (Beulah/Klondike/Saufley).

Oversee semi-annual reports for each of the landfills.

Manage, maintain and complete technical and required Remedial Action Program (RAP) reports for a groundwater recovery artificial wetlands treatment system and a Vadose Zone Aeration air injection blower system.

Ensure compliance with permitted leachate sump elevation requirements.

Maintain leachate extraction and storage system and manage discharge within compliance with the local utility discharge permit.

Maintain adequate storage for leachate at all facilities along with contingency disposal options and enact these options as required.

Manage a NPDES permit for the Perdido Landfill, which includes visual and analytical monitoring. Visual monitoring is conducted quarterly, while analytical testing is required periodically.

Inspect and make repair/upgrade recommendations for all stormwater structures on all Waste Services facilities.

Collect, manage, and analyze geospatial data relevant to landfill planning, including topography, environmental features, land use, and infrastructure.

Create, update, and maintain GIS databases, ensuring accurate and up-to-date spatial data for landfill site development.

Perform spatial analysis to support decision-making processes related to landfill site selection, expansion, and operations.

Use GIS software to assist in the development and modification of landfill site layouts, including cell placement, waste fill planning, and environmental protection measures.

Develop 2D and 3D models of landfill sites to assist in planning and design.

Utilize survey equipment to capture data and layout features developed in GIS or by others.

Oversee recycling programs aimed at reducing landfill waste, focusing on the segregation, sorting, and processing of recyclable materials.

Manage tire shredding operations, including the processing of waste tires into reusable materials or energy products.
