- Serve as subject matter expert for the Department and review the work of others as directed
- Recommend courses of action, coordinate inspection and case tracking, develop training materials, and serve as local point of contact
- Conduct high-volume, highly complex wastewater compliance inspections and file/data reviews
- Determine appropriate enforcement actions, draft enforcement documents, and track and coordinate compliance and enforcement activities
- Plan and conduct inspections, site visits, field work, records reviews, calculations, and technical evaluations
- Conduct follow-up activities to help facilities return to compliance without enforcement
- Respond to, investigate, and resolve complaints
- Draft complex enforcement documents and coordinate and lead enforcement meetings
- Produce timely and accurate inspection, site visit, and field-work documentation; enter data into the designated database
- Support and assist with compliance assistance workshops
- Coordinate compliance assistance efforts targeting industry non-compliance
- Conduct technical assistance site visits at complex regulated facilities
- Build partnerships with industry and regulated facilities
- Provide education and guidance to residential, commercial, institutional, and public-sector stakeholders
- Serve as technical consultant for wastewater regulations, jurisdictional determinations, and compliance determinations
- Develop and lead cross-training activities and safety events
- Provide training and technical assistance to Compliance and Assurance Program and permitting staff
- Evaluate and recommend training materials and methodologies; develop SOPs, manuals, and handbooks
- Participate in Division calls and calibration activities and maintain relationships with Department Division offices
- Perform other duties as needed
- At least 6 years of verifiable related experience in environmental regulations and/or wastewater management
- Post-secondary degree from an accredited college or university in environmental or natural science may substitute for the required experience on a year-for-year basis
- Valid Driver License
- Ability to travel overnight as needed
- Ability to serve the public, DEP’s stakeholders and each other in a courteous and timely manner
- Ability to communicate effectively and professionally, verbally and in writing
- Ability to maintain effective and productive working relationships
- Skill in dealing with conflicts, confrontations, and disagreements positively
- Ability to prepare, prioritize, and organize work, meetings, and projects to meet deadlines and quality expectations
- Ability to solve problems and make competent decisions
- Personal integrity, responsibility, and accountability
- Proficiency in MS Word, Excel, PowerPoint, Access, SharePoint and Outlook
- Knowledge of physical or natural sciences terminology, principles, and analytical techniques
- Ability to understand and apply State and Federal environmental rules, regulations, policies, and procedures
- Skill in collecting, evaluating, analyzing and interpreting scientific or technical data
- Ability to conduct field inspections/investigations outdoors for extended periods in Florida weather and rough terrain
- Knowledge of field sampling techniques for soil, groundwater, surface water, and sediment
- Ability to train, motivate and inspire others
- Ability to exhibit and implement positive and energizing leadership skills
- Required to complete initial OSHA 24-hour HAZWOPER within one year and OSHA 8-hour HAZWOPER refresher annually thereafter
- Successful completion of background and fingerprint check required
Demonstrates expertise in wastewater compliance inspections, environmental regulations, and technical evaluations while effectively communicating and collaborating with stakeholders. Capable of developing training materials and leading compliance assistance efforts to ensure adherence to state and federal environmental standards.
