Summary
This position is assigned to the Recreation Division;
Morale, Welfare and Recreation (MWR) Department;
Commander, Navy Installations Command (CNIC);
Naval Air Station Pensacola (NASP). This position is responsible for the control and accomplishment of management functions associated with the administration, management, operation, and utilization of Marina facilities and assets.
- Program Management duties (75% of incumbent’s time)
- Plans, develops, organizes, promotes, coordinates, executes, evaluates, and manages the assigned Marina program.
- Responsible for maintaining accounts, preparing statements, posting payments and charges, collecting delinquent payments, developing and implementing checks and balances to insure proper handling of accounts.
- Serves as fund custodian, ensuring internal controls (e.g., cash handling, daily accounting of funds, inventory, property and vehicles) are in place and in compliance with regional standards, procedures and objectives.
- Ensures proper Point of Sale operations, change funds are properly accounted for and secured. Reports all cash discrepancies in accordance with local directives.
- Prepares monthly reports and inventory, interprets financial statements and makes necessary modifications for Marina and retail operations.
- Prepares the annual budgets predicting expenditures, revenue and industry trends, developing a budget from this information, determining the needs of the facility and its programs and making decisions on how funds will be distributed within the facility.
- Ensures the economic and efficient operation of the assigned facilities to include: supervising and directing work, ensuring a safe and pleasurable environment for all patrons, ensuring the cleanliness and good repair of the facility, reporting any damages, mechanical or other breakage or malfunction, and reporting/correcting safety hazards, following up as necessary.
- Serves as property custodian for all equipment and ensures the appropriate receipt, tagging, and disposition of assets.
- Responsible for developing and implementing a system for the maintenance of the facilities and all related equipment and supplies.
- Prepares purchase orders for equipment, parts and supplies as required. Records contractual information, fees and payments into a computer database and prepares reports as required.
- Performs a variety of related administrative duties, keeping abreast of requirements and deadlines.
- Assists in issuing and receiving rental equipment from customers, assists customers in hooking up trailers, loading and unloading of equipment into personal vehicles.
- Oversees a boating/sailing instruction program (e.g., classroom and on the water), a rental fleet, and a ship's store/resale operation, depending upon assigned site.
- Ensures grounds and facilities are maintained and clean (e.g., cleans park tables, collects/empties trash cans, barbecues, pavilions, tiki huts, docks, and rental equipment to ensure they are in serviceable condition).
- Develops and implements severe weather procedures. Informs patrons and prepares the facilities for severe weather conditions.
- Develops and implements educational safety program for patrons.
- Closely monitors relations with the patron community, receive complaints and resolve if possible.
- Must maintain Clean Marina and Clean & Resilient Marina standards and certifications.
- Works an unscheduled form of duty, i.e.: nights, weekends, early mornings, and holidays as needed.
- Supervisory duties (25% of incumbent’s time)
- Directs work to be accomplished by staff.
- Supervises and conducts training for up to 40 subordinate staff.
- Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
- Ensures staff receives proper training to fulfill requirements of their positions.
- Conducts annual performance reviews of staff.
- Interviews applicants and makes selections for positions, approves leave requests, schedules employees, and resolves employee complaints.
- Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective actions as necessary under the guidance of Human Resources.

- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
