Duties
- You will provide program and technical policy for engineers and other professionals working on utilities and energy programs at assigned installations.
- You will set priorities for all major maintenance projects, repairs, modifications, and improvements to utility systems.
- You will coordinate with professionals representing utility companies, A and E firms, other Navy Commands, and CNIC and utility program representatives at multiple echelons.
- You will provide consulting and advisory services for installation utilities and energy programs.
- You will guide technical reviews and recommendations for utility engineering studies and mapping performed by utility engineers and technicians.
- You will provide technical reviews and recommendations for unique and complex utility system problems and forwarding to higher authority when warranted.
- You will supervise and set priorities for a team responsible for oversight and direction of installation utilities and energy.
- You will direct reports may include-engineers, facility operations specialists, management analysts, engineering technicians, cartographers, and wage grade workforce.
- You will assign work to subordinates based on priorities, consideration of difficulty and requirements of the assignments and capabilities of the employee.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition
Functional Area
and category assigned to the position is required within established category time frames. - You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment then annually thereafter.
- You will be required to obtain and maintain a current valid United States driver's license.
- The employee may be required to work overtime, and call back and emergency overtime are regular requirements of this position.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
IN ADDITION TO THE BASIC EDUCATION REQUIREMENTS, (see Education section), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience applying technical knowledge of Navy shore facilities utility requirements including laws, policies, procedures, and regulations pertinent to utilities operations to develop utility projects.
* Experience developing and managing the utility maintenance action plan for Sustainment, Restoration, and Modernization projects.
* Experience prioritizing utility projects to meet mission within annual budget constraints.
