OSEH Inc. is seeking a highly motivated and experienced Resident Engineer (RE) to lead the administration and delivery of roadway, bridge, and transportation infrastructure projects throughout the Chicagoland region. The successful candidate will serve as the point of contact and primary on‑site representative for projects with the Illinois Department of Transportation (IDOT), Illinois Tollway, City of Chicago Department of Transportation (CDOT), municipalities, counties, and other public agency clients.
The Resident Engineer will be responsible for overall construction contract administration, project leadership, client coordination, and supervision of construction engineering and inspection staff to ensure successful project delivery in accordance with contract requirements, project schedules, budgets, and quality standards.
Responsibilities- Serve as the Engineer-in-Charge and primary point of contact for transportation construction projects from pre‑construction through project closeout.
- Serve as the primary liaison between the Owner, contractors, design consultants, utility companies, municipalities, regulatory agencies, railroads, and other project stakeholders.
- Administer construction contracts in accordance with agency requirements, contract documents, plans, specifications, special provisions, permits, and applicable regulations.
- Provide leadership, supervision, and mentorship to Assistant Resident Engineers, Construction Inspectors, and technical staff.
- Monitor contractor operations, project schedules, budgets, and construction progress to support timely and successful project delivery.
- Review and approve daily reports, quantity calculations, pay estimates, force account documentation, change orders, contract modifications, and supporting project records.
- Manage contract administration activities including Requests for Information (RFIs), submittals, claims documentation, dispute resolution, schedule reviews, and contractor correspondence.
- Coordinate with contractors, utility companies, railroads, municipalities, public agencies, design teams, and other project stakeholders to resolve project issues and maintain project progress.
- Lead and facilitate pre‑construction meetings, progress meetings, utility coordination meetings, partnering meetings, and stakeholder coordination meetings.
- Monitor maintenance of traffic operations, work zone safety, environmental compliance, and construction activities for adherence to approved plans and regulatory requirements.
- Verify compliance with quality assurance and quality control requirements and confirm materials, workmanship, and construction methods meet project specifications.
- Evaluate field conditions, unforeseen site issues, contractor requests, claims, and schedule impacts, and provide engineering recommendations.
- Review and approve final quantities, punch list items, record documentation, and project closeout packages.
- Prepare project status reports and provide regular updates to agency representatives and OSEH management regarding project progress, risks, budget, and schedule performance.
- Support business development activities, client relationship management, and pursuit efforts related to transportation construction engineering and inspection services.
- Promote and maintain a strong culture of safety and compliance with applicable safety regulations and work zone requirements.
- Lead and chair weekly progress meetings, coordination meetings, utility coordination meetings, and other project stakeholder meetings.
- Prepare meeting agendas, facilitate discussions, document action items, and track timely resolution of project issues.
- Manage stakeholder communications and public‑facing project concerns to maintain positive working relationships and support successful project delivery.
- Negotiate and resolve construction‑related issues among contractors, utility companies, agencies, property owners, and other stakeholders while minimizing impacts to project schedule and budget.
