Position Overview

This position is accountable for supervising the activities of technicians engaged in the preparation of plans and specifications for various highway improvement projects. The incumbent serves as project manager for larger, more complex in‑house and consultant‑prepared projects.

Essential Functions
  • Prepares plans and specifications to ensure the proper design of various roadway improvement projects.
  • Ensures the team’s accurate preparation of project reports and contract plans meet required standards and specifications within the prescribed timeframe.
  • Instructs and coordinates work of staff members on project report and plan preparation, as well as department procedures.
  • Supervises coordination with internal entities, outside agencies, and engineering consultants including the preparation of meeting goals, agendas and exhibits to be used for project related meetings.
  • Completes other duties or special assignments in support of the overall mission of the Studies and Plans Unit as assigned by the Project Engineer within the agreed‑upon time frame.
  • Motivates, trains and evaluates subordinate staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Completion of two years of college in civil engineering technology, pre‑engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR eight years of engineering experience.
Preferred Qualifications
  • Five years of engineering experience in the preparation of design reports and in designing and preparing plans and specifications for highway improvement projects under the direction of a professional engineer or equivalent.
  • Experience working with consultants including preparing and reviewing scopes and fees, monitoring schedules, and reviewing deliverables and invoices.
  • Three years of experience in mentoring and supervising peers and subordinates.
  • Strong time management and oral and written communication skills.
  • Ability to maintain cooperative relationships with departmental and industry staff.
  • Working knowledge of computer software including CADD and 3D modeling.
Conditions of Employment

  • Occasional travel to attend seminars and training sessions.
  • Successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5‑45 apply to this position. As a result, the employee should be aware that if offered non‑State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non‑State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A‑101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.

    All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15‑09) Fines and penalties apply to untimely filings.
