Position Overview:

This position is accountable for supervising all staff engaged in preparing right-of-way plans, plats, legal descriptions, condemnation exhibits, and for reviewing plats and legal descriptions submitted by consultants.

Essential Functions:

Plans, coordinates, directs, and supervises all right-of-way activities to prepare plans, plats, legal descriptions, and related documents necessary for the acquisition of right-of-way. Reviews all work to ensure that it is complete and accurate, and that it meets scheduling specifications. Signs and seals plats developed by the department. Ensures that all work by staff consultants is accurate and in conformance with standard specifications, policies, and professional surveying practices.

Directs the research of ownership and title records; and maintains a permanent library of all warranty deeds, easements, and title policies. Trains and evaluates staff. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned.

Minimum Qualifications:

Current registration as a licensed Professional Land Surveyor in Illinois. Requires six years of experience in the practice of land surveying.

Preferred Qualifications:

Ability to plan and coordinate work necessary for the acquisition of right-of-way needed for delivery of the district's Multi-Year Program. Ability to supervise staff engaged in field or office surveying functions. Ability to perform difficult technical research work and to make comprehensive recommendations on surveying problems. Effective communication, both orally and in writing, with internal and external contacts.

Conditions of Employment:
Requires a valid driver's license. Requires successful completion of a background screening. Requires district wide travel. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
