Responsibilities

Plans, designs, installs, configures, and maintains a large enterprise network consisting of local, wide, metropolitan, campus area, and wireless networks (LAN, WAN, MAN, CAN, and Wi‑Fi).

Studies vendor LAN, WAN, CAN, MAN, VLAN, and WVLAN solutions and recommends software and hardware upgrades that improve effectiveness in accordance with the City’s requirements and standards.

Reviews network initiatives to ensure solutions follow standards and align with departmental technology strategies.

Conducts research on emerging products, services, protocols, and standards to support network systems procurement and development efforts.

Designs and maintains communication facilities, including IDF, MDF, MPOE, data centers, and computer rooms.

Prepares scope‑of‑works and specifications for structured communications cabling standards for new build‑outs of voice and data communications facilities and related equipment.

Manages all network hardware and equipment, including routers, switches, VPN bridges, optical transport devices, network management and security appliances, CSU/DSU units, and patch panels.

Monitors the performance of the network and software applications to identify potential problems and bottlenecks, troubleshooting and resolving network issues.

Manages and maintains fiber‑optic network assets, designs and constructs outside‑plant cabling pathways, and coordinates the design, implementation, and configuration of the municipal fiber‑optic network conduits, cabling, and equipment.

Ensures enterprise‑wide security of the network, monitors firewall logs, intrusion detection logs, and network traffic for suspicious activity, and manages security and access to network resources such as firewalls, VPNs, and intrusion detection systems.

Refines network access policies and practices, manages configuration and connection security for all networks, internal and external systems, and web sites, and ensures access security for databases, thin‑client applications, and data transfers.

Designs, performs, and oversees penetration testing of all systems to identify vulnerabilities.

Assists in developing and executing security plans to protect City business data from unauthorized access.

Develops, implements, and maintains policies, procedures, and training plans for network administration, usage, and disaster recovery.

Creates and maintains documentation related to network configuration, mapping, processes, and service records.

Analyzes and resolves end‑user voice and data communication problems originating from the Help Desk, providing end‑user training when required.

Provides technical guidance to Information Systems staff and assists department staff with implementations of voice, data, video, and wireless applications on the network.

Assists in designing and implementing the IT disaster recovery plan.

Serves as project manager for network development projects involving voice, video, data, radio, and wireless communications, including surveillance, traffic management systems, public‑safety applications, and public‑works applications.

Negotiates with vendors on pricing and terms for all networking infrastructure and related solutions, developing corrective actions and resolutions with vendor support for installations, upgrades, patches, and configuration optimizations.

Provides on‑call technical assistance and ensures network connectivity of all servers, workstations, wireless access points, telephony equipment, and network appliances.

Performs other related duties as assigned.

Knowledge, Abilities, and Skills

Knowledge of planning, design, installation, maintenance, and operation of local and wide area network equipment and operating systems; multi‑platform operating systems (Windows NT/2000/2003, Unix, HP‑UX, Linux, Cisco IOS, and all desktop operating systems); current network hardware, protocols, and standards including Ethernet, OSI model layers, IP addressing, 802.11x wireless communications, DNS, WINS, DHCP, VLAN, VPN, PXE, WOL, and VoIP; network security best practices;
