Position: SPSA, OPT 4 (WATER POLLUNTION CONTROL, FIELD OPERATIONS SECTION, CENTRAL REGION MANAGER)

Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), is seeking a Senior Public Service Administrator, Opt 4, Field Operations Section (FOS) Manager for the Central Regional Office. The role requires strong organizational, analytical and communication skills and the ability to manage a team and conduct field inspections in accordance with U.S. EPA regulations.

Essential Functions
  • Serve as the Unit Manager of the Bureau of Water (BOW), Division of Water Pollution Control (DWPC), Field Operations Section (FOS) in the Central Region Office.
  • Act as a full-line supervisor.
  • Direct, plan and implement field inspections in accordance with Agency program commitments and U.S. EPA regulations.
  • Participate actively in resolving instances of non‑compliance with state or federal laws by providing technical advice and compliance assistance.
  • Develop and maintain knowledge of Illinois EPA programs and their relationship to FOS programs.
  • Attend training courses and use training resources to develop technical skills and water pollution control knowledge.
  • Perform other related duties as reasonably required.
Minimum Qualifications
  • Completion of 4 years of college education.
  • Four years of progressively responsible administrative experience in a public or business organization related to the environmental field.
Preferred Qualifications (In order of significance)
  • At least four years of experience developing and/or implementing water pollution control policies and programs.
  • At least four years of experience in compliance, enforcement, inspection, or permitting of water pollution control facilities.
  • At least four years of experience applying State and Federal rules and regulations.
  • At least four years of experience communicating with all levels of stakeholders in an organization, internal and external.
  • At least two years of experience supervising personnel.
  • Ability to analyze data logically and use sound judgment in operational or procedural problems.
  • Proficiency in Microsoft Word, Access and Excel.
Conditions of Employment
  • Valid and current driver's license.
  • Within 90 days of employment, obtain and maintain 8‑hour annual refresher or HAZWOPER certification as required by OSHA 29 CFR .
  • Travel as required, including overnight stays.
  • May work overtime, including scheduled, unscheduled and last‑minute overtime, and required evenings and weekends.
  • Attend seminars, conferences and trainings as necessary.
  • Lift equipment up to 50 pounds.
  • Operate field water testing and sampling equipment.
  • Pass a name‑based background check.
  • Understand revolving‑door restrictions under 5 ILCS 430/5‑45.

Work Hours:

8:30 a.m. – 5:00 p.m., Monday–Friday, 1‑hour lunch break
