Rate of Pay: $57,306.58 - $66,602.33 per year (DOQ)

Summary:
Responsible for the overall administration, leadership, and daily operations of the Asotin County Community Services Department (ACCS). Serves as the immediate supervisor to Program Managers and other designated personnel. Provides direction and oversight of department programs, staff, budgets, contracts, and services. Works cooperatively with the Board of County Commissioners, County administration, other departments, community partners, funding agencies, and the public. Ensures department activities are conducted in accordance with applicable laws, regulations, funding requirements, accreditation standards, and County policies.
of Duties (include but not mandatory)
- Supervises, evaluates, and develops employees; oversees hiring, training, staffing, and performance management.
- Develops and manages the department's annual budget and monitors expenditures, revenues, and financial activities.
- Oversees the planning, development, implementation, and evaluation of department programs and services.
- Ensures programs and operations comply with CARF, DHS, OSHA, DOL, HIPAA, and other regulatory and accreditation organizations.
- Develops, reviews, and implements department policies and procedures.
- Oversees grants, contracts, funding relationships, and required reporting.
- Advises the Board of County Commissioners and County administration regarding departmental staffing, programs, budgets, policies, and operational needs.
- Maintains effective working relationships with employees, government agencies, community organizations, service providers, and the public.
- Represents the County and department at meetings, committees, and community events.
- Addresses operational, personnel, and program issues and takes appropriate corrective action.
- Oversees department purchasing, equipment, supplies, and other resources.
- Maintains confidentiality of client, employee, financial, and other sensitive information.
- Ensures quality is maintained in the delivery of services as provided by sub-contractors to the Developmental Disabilities communities.
- Performs other related duties as assigned.
Skills and Abilities

- Ability to read, write, speak, and comprehend the English language.
- Knowledge of applicable federal, state, and local laws, regulations, County policies, and accreditation requirements.
- Skill in leadership, supervision, employee development, program management, budgeting, problem solving, and conflict resolution.
- Ability to lead and manage multiple programs, priorities, and responsibilities effectively.
- Ability to communicate clearly and professionally, both orally and in writing, and effectively present information to County leadership, employees, agencies, and the public.
- Ability to establish and maintain effective working relationships with employees, elected officials, government agencies, community organizations, service providers, and the public.
- Ability to maintain confidentiality, work effectively under pressure, and promote accountability, teamwork, professionalism, and quality public service.
