Under general supervision (Human Resources Analyst I) to direction (Human Resources Analyst II), performs a variety of responsible human resources administrative work, professional, technical, and analytical activities in support of the District's human resource management programs and initiatives; areas of responsibility include, but are not limited to recruitment and selection, classification, compensation, employee relations, performance management, training and development, and benefits administration;
and performs related duties, as assigned.
- Entry‑level classification in the Human Resources Analyst series.
- Initially under close supervision, incumbents learn and perform routine human resources generalist duties.
- Experience expands scope and complexity of assignments; supervision decreases as skill increases.
- Performs most duties of the Analyst II level but with less independent discretion.
- Typically supervised while in progress and follows established structure or pattern.
- Fully qualified journey‑level classification in the Human Resources Analyst series.
- Performs the full range of duties independently, exercising judgment and initiative.
- Receives only occasional instruction on new or unusual situations.
- Fully aware of operating procedures and policies of the work unit.
- Distinguished from the Senior Human Resources Analyst, which performs more complex work and provides technical direction.
The Role
This position is primarily responsible for benefits administration for active employees and retirees and the management of complex protected leaves. As the lead for the functions, the incumbent will serve as the primary point of contact for employees while ensuring data integrity through the monthly reconciliation of carrier invoices and benefit premiums. Selected candidate will maintain legal and contractual compliance by interpreting federal and state laws, such as FMLA, CFRA, and PDL, in alignment with EMWD policies and labor agreement.
Additionally, the selected candidate will drive process optimization by utilizing Workday to automate manual workflows and leveraging data analytics to identify critical trends in the organization.
- Detail‑focused, highly organized, technically skilled professional.
- Minimum of four years’ professional experience in a human resources generalist capacity, focusing on administering comprehensive health and retirement benefits and managing leave and disability programs.
- Experience performing classification and compensation studies, interpreting MOUs for labor relations purposes.
- Strong technical aptitude for HCM systems (Workday preferred).
- Preferably at least one year of experience working in a public agency.
- Within 30 days, understand all benefit plans.
- Within 30 days, take over the monthly reconciliation process for all benefit‑related invoices.
- Within 30 days, review MOU and policies to ensure consistent application for all benefit and leave processes.
- Within 60 days, assume responsibility for all leaves and accommodation cases.
- Within 60 days, become familiar with the Open Enrollment timeline and materials.
- Within 90 days, serve as the primary resource for all staff.
- Provides professional support to the District’s human resources programs and initiatives; performs assigned functions, such as recruitments, classification review, and compensation studies; collects and analyzes data; performs research and prepares reports; and participates in special projects.
