Purpose of Classification: The purpose of this classification is to assist in developing and implementing the City's comprehensive land use plan and administering and enforcing zoning codes and ordinances.

Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Assists in developing and preparing the City's Comprehensive Land Use Plan: researches and analyzes statistical, mapping and tax data to determine past and current growth patterns;

assists in preparing reports detailing the same; and communicates with regional and state committees and commissions regarding plan implementation and maintenance, as needed. Processes permit applications for building projects: reviews applications for accuracy/completeness; verifies applicant requirements; accepts construction plans and plan documents associated with permit processing; enters information into database; and evaluates application information to ensure compliance with applicable ordinances, policies and procedures.

Approves or denies applications: makes determinations regarding compliance with established zoning ordinances, regulations, policies and procedures; issues permits for approved applications; provides advice and guidance to bring denied applications/projects into compliance; completes, distributes, and files all required paperwork and documentation; enters required information and data into database; and prepares and submits completed permit to applicant. Receives payments for permit fees: calculates permit fees;

records transactions; issues receipts; forwards revenues as appropriate; prepares/updates and submits related reports and logs. Conducts field inspections of permitted construction sites to ensure compliance with City zoning codes and ordinances: reviews and verifies permit requirements; and inspects installations and construction activities to ensure compliance with permitted activities. Identifies code violations and needed corrective action: writes letters to contractors, engineers, and/or property owners regarding inspection findings;

re-inspects after completion of required corrections/modifications; issues citations for violations; and prepares and presents evidence in Court as needed. Performs customer service functions: provides information and assistance related to division services, activities, procedures, fees, forms, or other issues; assists in completing applications and other forms as needed; responds to questions and complaint; researches problems; and initiates problem resolution. Participates in preparing land use reports for rezoning and land use change applications: reviews applications;

identifies non-compliance issues and needed changes and/or modifications; provides technical review of applications to assess and evaluate compliance with zoning ordinances, land use plans and goals, and regulatory requirements, as well as potential impacts and legal considerations; and prepares and submits related staff reports. Provides administrative and technical support for Planning Commission, Board of Zoning Appeals, Historic Preservation Commission, and related boards and commissions, as assigned: schedules meetings;

prepares and distributes agendas and meeting packets; publishes public meeting notices in appropriate media; briefs members on pending agenda items and other issues; attends meeting; and takes and distributes meeting minutes. Processes a variety of documentation associated with department operations, within designated time frames and per established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate, various forms, reports, correspondence, permit applications, site plans, notices of violation, appeals, ordinances, codes, amendments, staff reports, and other documentation;

compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Communicates with supervisor, other City employees, contractors, the public, board and commission members, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Operates various equipment as necessary to complete essential functions: operates a motor vehicle, smart level, marking paint, measuring wheel, and related inspection equipment;

operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment. Additional Functions: Performs other related duties as required.
