Job Description

Purpose of Classification: The purpose of this classification is to plan, direct, and oversee Public Service Department operations and staff, which includes Engineering, Streets, Parks, Refuse, Public Recreation Program, and Building Maintenance.

Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Directs, oversees, and evaluates assigned staff; directs work; oversees staff scheduling; counsels and disciplines staff, as needed;

completes employee performance appraisals; interviews candidates and recommends hiring decisions; processes employee concerns and problems; and trains staff in operations, policies, and procedures. Directs the work of assigned staff, either personally or through subordinate supervisors: provides guidance and direction regarding City public services and related administrative operations, methods, processes, policies and procedures; directs, coordinates and monitors departmental activities; ensures activities comply with established policies and standards;

and provides guidance, direction, and training regarding department policies and procedures. Develops long- and short-term goals, plans, and objectives for the Public Service Department: evaluates performance of current City public service programs, services, and plans in relation to growing needs of the City; evaluates City's effectiveness in department service delivery; and identifies and implements needed changes, modifications and/or enhancements. Develops, implements, and updates department policies and procedures;

formulates and develops work methods and practices, policies, standard operating procedures, and training programs; monitors implementation of department rules and regulations; updates department guidelines according to federal, state, or local legislation; and oversees training programs. Develops, defends, and administers department budget: forecasts expenditures; recommends allocations for staffing, supplies, equipment, programs, capital improvements, and other budget outlays; prepares and submits budget documentation and reports;

monitors expenditures to ensure compliance with approved budget; and makes adjustments and changes as needed. Follows and ensures compliance with safety procedures, use of safety equipment, and monitoring of work environment to ensure safety of employees and other individuals: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations;

oversees setup of work safety zones to maintain safety and traffic control at work sites; monitors conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe conditions; and reports any incidents, accidents, problems, or unusual situations. Consults with City administration, City Council members, and other officials as needed to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; reports all major incidents to City Administrator;

and makes presentations to City Council, as requested. Receives and responds to requests for information, complaints, and concerns from the public, City administrators and department heads, City elected officials and constitutional officers, and others; responds to complex questions, complaints, or requests for service; and prepares and submits related records and reports as required. Performs public relations duties: represents the City at various functions, boards, committees, and task forces;

attends and participates in City Council meetings, board and committee meetings, and other events; represents the City's interests; makes speeches or presentations; and provides education and information to the public on department projects and operations. Performs other administrative duties in support of division operations: leads and coordinates staff meetings; drafts official correspondence; participates in union negotiations; generates required reports; approves all departmental training;

reviews/approves leave requests and accruals; reviews/approves all performance ratings; approves purchasing activities. Compiles and/or monitors various administrative and/or statistical data: performs research; makes applicable calculations; analyzes data and identifies trends; prepares/generates reports; and maintains related records. Maintains a comprehensive, current knowledge of applicable public services policies, procedures, regulations, codes, and laws; maintains an awareness of new technology, products, trends, and advances in the profession;
