Description

Under direction, employees in the Analyst II classification will assist with and perform a variety of professional level technical writing, analytical, and administrative work in a variety of functional areas. Work includes, but is not limited to, composing, editing, and finalizing scopes of work and technical specifications, assisting with the research and development of independent cost estimates, and serve as the Operations division liaison to the finance department;

monitoring and supporting grant administration activities; supporting the development and tracking of departmental budgets; performing legislative analysis; assisting in the development and evaluation of management and administrative policies; quantitative and qualitative data analysis; performing complex financial and fiscal analysis and reporting; and represent the District with staff from outside agencies and other external stakeholders.

SUPERVISION RECEIVED AND EXERCISED

This position resides in the Finance Department and receives direction from assigned management personnel. This position exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This classification is responsible for independently performing professional level duties to support the Operations Division. The Analyst I classification is the entry-level class within the series. The Analyst I classification is distinguished from the Analyst II classification in that the latter is the journey level classification within the series that performs duties of a more difficult and complex nature related to administrative policy analysis, legislative analysis, economic analysis, budgetary analysis, complex financial/fiscal analysis and reporting, data analysis, technical writing including the development of scopes of work, technical specifications, and independent cost estimates, and general contract and administrative support for divisions within the Operations Department.

Incumbents at this level receive increasingly more difficult assignments, projects, and analyses, requiring the use of discretion and independent judgment in performing assigned work, and possess thorough knowledge of the concepts, practices, procedures, and policies of assigned areas of responsibility. Assignments are given with general guidelines and the Analyst II classification is expected to independently establish objectives, timelines, and methods to deliver the required work.

Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

  • Serves as a liaison between the Operations Department and the Procurement and Finance Departments.
  • Coordinates procurement, contract administration, and finance activities for divisions within the Operations Department; including Operations Administration, Maintenance of Way, Transportation, and Vehicle Maintenance.
  • In partnership with department managers, develops technical scopes of work documents, specifications, and other supporting documents needed to initiate and support submission of Purchase Requisition s and the purchasing process.
