The Special Education Instructional Coordinator, Elementary, provides leadership, coaching, and technical assistance to support high-quality instruction for elementary students with disabilities. This position works collaboratively with special education and general education staff to strengthen inclusive practices, improve instructional outcomes, and support implementation of evidence-based literacy instruction. The position also assists schools in using student performance data, including MAP and VALLSS, to inform instructional planning, interventions, and professional learning.

Essential Functions

• Support the development, implementation, and evaluation of elementary special education programming.
• Provide on-site coaching and technical assistance to special education and general education teachers.
• Support inclusive instructional practices, co-teaching models, and service delivery in the least restrictive environment.
• Assist teachers in implementing evidence-based literacy instruction aligned to the Science of Reading.
• Use student data, including MAP and VALLSS, to guide instructional decisions and identify intervention needs.
• Support implementation of Tier I, II, and III instruction for students with disabilities.
• Facilitate professional development related to literacy, differentiation, instructional planning, behavior supports, and specially designed instruction.
• Conduct classroom observations, model lessons, co-plan instruction, and provide feedback to teachers.
• Assist in the development and monitoring of IEP-aligned instructional services and progress monitoring.
• Collaborate with building administrators to review program effectiveness and student outcomes.
• Support compliance with federal, state, and division special education policies and procedures.
• Facilitate PLCs and other collaborative structures to strengthen instructional practice.
• Assist with scheduling and service delivery planning to maximize student access to core instruction.
• Participate in IEP meetings, eligibility meetings, and other student support meetings as needed.
• Maintain accurate records, prepare reports, and support division accountability efforts.
• Perform other related duties as assigned by the Director of Special Education or designee.

Knowledge, Skills, and Abilities (Required)

• Thorough knowledge of federal, state, and local special education requirements.
• Ability to analyze student achievement data and translate findings into instructional action.
• Ability to support adult learning through coaching, facilitation, and feedback.
• Ability to establish and maintain effective working relationships with staff, families, and administrators.
• Ability to communicate effectively orally and in writing.
• Proficiency with instructional technology and data systems.
• Ability to travel frequently to schools within the division.
• Demonstrated knowledge of inclusive practices, literacy instruction, and collaboration between general and special education.
• Working knowledge of the Science of Reading and evidence-based early literacy practices.
• Experience using MAP and VALLSS data to support instructional planning.
• Knowledge of IDEA, VDOE regulations, and special education service delivery requirements.
• Strong communication, collaboration, organizational, and coaching skills.

Minimum Qualifications

• Education:
  
  Master's degree in Education, Educational Leadership, or a closely related field.
• Experience:
  
  Minimum of five years of successful teaching experience, including experience teaching students with disabilities or in general education; literacy, reading, or intervention instruction preferred.
• License and Certification:
  Postgraduate professional license with endorsement in Special Education, General Curriculum preferred.

Working Conditions

Duties are performed primarily in school and office settings. The position requires frequent classroom visits, meetings, and travel between sites. The work may involve standing, walking, sitting, bending, lifting light materials, and use of standard office and instructional equipment.
