Project Manager
- Construction

WCTC's Facility department is excited to be hiring for a Project Manager
- Construction. This position manages capital construction, renovation, and remodeling projects across the district's multi-campus portfolio from planning through closeout. Responsible for independent project leadership including scope development, schedule creation and enforcement, budget management, contractor oversight, risk mitigation, and compliance with applicable state and federal requirements. Works collaboratively with the Executive Director of Facilities on major capital initiatives, procurement strategy, sustainability goals, and external stakeholder relationships.

Ensures construction activities support campus operations, safety, and continuity of academic programs.

Characteristic Duties and Responsibilities (include, but not limited to)

ESSENTIAL DUTIES AND RESPONSIBILITIES: This position description should not be interpreted as all inclusive. It is intended to identify the major responsibilities and requirements of the job.   • Lead all phases of assigned construction and renovation projects including planning, design coordination, procurement, execution, and closeout across both campuses.
  • Develop and manage project budgets, track expenditures, review and approve invoices, and resolve discrepancies; maintain accurate financial records for all assigned capital projects and proactively manage contingencies.
  • Coordinate and provide work direction to architects, engineers, general contractors, subcontractors, and vendors throughout project lifecycle in collaboration with the Executive Director; lead project meetings and ensure timely communication with stakeholders.
  • Ensure compliance with Wisconsin State Statutes, WCTC District Board requirements, WTCS Board requirements, applicable building codes, ADA standards, sustainability and energy-efficiency guidelines, and safety regulations.
  • Prepare and compile project approval submittals, justifications, and documentation required for District Board and WTCS Board review. Participate in the development of bid documents, manage RFP processes, evaluate proposals, and participate in contractor selection in accordance with Wisconsin procurement statutes.
  • Manage project closeout including as-built documentation, warranties, owner's manuals, lien waivers, commissioning records, and final reconciliations; ensure proper turnover to Facilities Operations.
  • Initiate and process purchase orders, change orders, encumbrances, and contingencies; maintain organized legal and contractual documentation.
  • Coordinate logistics associated with construction activity including staff relocations, site preparation, utility shutdowns, pedestrian routing, safety barriers, furniture and equipment procurement, and delivery scheduling to minimize disruption to campus operations.
  • Provide for environmental testing and remediation as required; secure performance bonds and insurance certificates and ensure contractor compliance with all contractual obligations.
  • Develop and maintain project tracking and reporting systems to monitor schedules, budgets, milestones, risks, sustainability metrics, and property and lease records; prepare regular status reports for leadership and stakeholders.
  • Participate in and contribute to assignments and special projects of a similar nature and level. Maintain current professional and technical knowledge through professional education and activities.
  • Respond to construction-related emergencies, after-hours issues, and urgent facility impacts as required.
  • Minimum Qualifications

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Comprehensive knowledge of construction principles, methods, and project management practices, and risk mitigation strategies.
  • Working knowledge of federal and state building codes, ADA requirements, Wisconsin procurement statutes, sustainability and energy-efficiency standards, and WCTC/WTCS construction compliance requirements.
  • Ability to read and interpret construction plans, specifications, schedules, and technical reports
  • Strong budget management and financial recordkeeping, and cost-control skills.
  • Ability to effectively coordinate and provide work direction to architects, engineers, contractors, and vendors; strong leadership and meeting-facilitation skills.
  • Strong written and oral communication skills with ability to prepare clear project reports and documentation.
  • Strong organizational, problem-solving, and time-management skills with ability to manage multiple concurrent projects in an active campus environment.
  • Proficiency with Microsoft Office Suite, particularly Excel; familiarity with project management software (e.g., Procore, e-Builder, MS Project) preferred.
