Job Summary
Under the direction of the City Engineer, the Assistant Director of Utility Engineering is responsible for managing and delivering major capital improvement projects related to water, wastewater, drainage, and associated infrastructure systems.
This position provides leadership over project design, technical review, and construction administration for large and complex infrastructure projects. The role oversees consultant coordination, project scoping, budgeting, scheduling, and execution from project initiation through completion.
The Assistant Director ensures projects are delivered in alignment with City standards, regulatory requirements, and strategic infrastructure goals. This position supervises engineering staff and works closely with internal departments, external agencies, consultants, and contractors.
Compensation
Salary: $113,550 - $160,000 annually
Starting salary is depending on qualifications and experience
Essential Job Functions and Other Important Duties
* Manage and oversee large-scale capital improvement projects from project initiation through design, bidding, and construction.
* Lead the development of project scopes, cost estimates, schedules, and delivery strategies for assigned projects.
* Coordinate with engineering consultants on project design, ensuring alignment with City standards and project objectives.
* Review engineering plans, specifications, reports, and technical documents for accuracy, completeness, and compliance.
* Provide technical direction and guidance to engineering staff and consultants on design criteria and project requirements.
* Oversee construction administration activities including pre-construction meetings, bid evaluations, contractor coordination, and change order review.
* Monitor project budgets, schedules, and performance to ensure successful delivery of projects on time and within budget.
* Assist in the development and maintenance of the Capital Improvement Program (CIP), including evaluation of project requests and prioritization.
* Support long-range infrastructure planning and master planning efforts for water, wastewater, and drainage systems.
* Coordinate with internal departments and external stakeholders to ensure effective project delivery and communication.
* Participate in meetings with City management, City Council, boards, and commissions to provide technical information and project updates.
* Respond to inquiries from residents, developers, consultants, and City leadership regarding assigned projects.
* Ensure compliance with all applicable federal, state, and local regulations related to engineering design and construction.
* Assist in the development of departmental goals, policies, and procedures related to engineering and project delivery.
* Supervise assigned engineering staff including assigning work, reviewing performance, and supporting professional development.
* Remains accessible via personal cell phone to address job-related issues or emergencies using City applications.
* Perform related duties and fulfill responsibilities as required.
Job Qualifications
Formal
Education:
Bachelor of Science Degree in Civil Engineering or a related field.
Relatable
Work Experience:
Seven (7) years of progressively responsible experience in civil engineering design, project management, or infrastructure delivery.
Experience managing capital improvement projects and coordinating with consultants and contractors.
Training, Licenses, and
Certifications:
Licensed Professional Engineer (P.E.) in the State of Texas or the ability to obtain within one year. Valid Class C Texas driver's license.
Preferred Qualifications:
Supervisory experience. Project Management Professional (PMP) certification. Experience in municipal government engineering.
Experience with water and wastewater infrastructure design and construction. Experience managing multiple large-scale capital projects simultaneously.
