Job Summary

Under the general direction of the Engineering Director, the Development Engineering Assistant Director directs and manages the operations and activities of the Development Engineering Division to ensure proposed subdivisions, utility projects, right-of-way improvements, and site developments comply with City ordinances, engineering standards, and accepted engineering practices. The Development Engineering Assistant Director provides leadership and supervision to engineering staff and inspectors while overseeing development review activities, engineering coordination, and implementation of City development policies and standards.

The position exercises substantial independent judgment and decision-making authority on complex engineering and development matters. They will frequently interface with City management, City Council members, boards and commissions, developers, consultants, outside agencies, and the public. They will serve as a technical resource and advisor on engineering-related development issues and may act on behalf of the Director of Engineering as assigned.

Job Functions and Other Important Duties
  • Supervises, assigns, schedules, and reviews the work of engineering staff and inspectors to ensure effective and efficient operations and compliance with City standards, policies, and procedures.
  • Participates in hiring, training, coaching, performance evaluations, disciplinary actions, and professional development of assigned staff.
  • Oversees the engineering phase of the development review process, including subdivision plats, site development permits, utility projects, drainage studies, traffic impact analyses, and right-of-way improvements.
  • Coordinates development reviews with internal departments, outside agencies, developers, engineers, and consultants to ensure timely and consistent project review and approval processes.
  • Makes technical engineering decisions and recommendations regarding development standards, engineering criteria, construction requirements, and infrastructure design.
  • Assists in the development, implementation, interpretation, and revision of departmental policies, procedures, engineering standards, specifications, and ordinances.
  • Reviews engineering reports, civil construction plans, drainage analyses, traffic studies, and related technical documents for compliance with applicable regulations and engineering practices.
  • Resolves engineering and development-related conflicts by analyzing issues, facilitating communication among stakeholders, and recommending practical and cost-effective solutions.
  • Assists with implementation of long-range planning initiatives and coordination of infrastructure planning efforts related to transportation, drainage, utilities, and growth management.
  • Coordinates with Capital Improvement Program (CIP), Public Works, Utilities, and other City departments to maintain effective engineering coordination and support City infrastructure goals.
  • Oversees and administers floodplain management activities and may serve as the City's Floodplain Administrator as assigned.
  • Responds to citizen concerns, development inquiries, and requests for technical information; conducts meetings and site visits as necessary.
