General Statement of Job The Teacher Retirement System Analyst is responsible for managing the Teacher Retirement System (TRS) benefits and retirement of institutional employees. The Teacher Retirement System Analyst serves as the critical liaison between the College's Office of Human Resources Benefits and Payroll departments and the state retirement system to ensure legal compliance and accurate reporting.
Specific Duties and ResponsibilitiesEssential Functions:
- Facilitates the reporting of Teacher Retirement System (TRS) program which encompasses in processing and out processing TRS eligible employees, employment after retirement employees.
- Responsible for transactions and communications with employees planning retirements and applying for benefits under Teacher Retirement System (TRS), Optional Retirement Program (ORP) and Employee Retirement System (ERS).
- Responsible for ensuring compliance with state and federal reporting; maintains electronic files and reports for Teacher Retirement System (TRS) reporting.
- Provide high level support to prospective retirees, available options, and prepares and processes Teacher Retirement System (TRS) paperwork.
- Interpret and apply complex state guidelines to determine TRS membership eligibility, tracking part-time faculty, and new hires.
- Review and process prior school district and/or state verification records to determine eligibility under Teacher Retirement System (TRS).
- Verifies retirement benefits and communicates with appropriate agencies on employee’s retirement information.
- Responsible for developing and conducting Teacher Retirement System (TRS) training and other ad hoc trainings.
- Responsible for maintaining appropriate documentation and audit readiness for all retirement cases.
- Manages and evaluates all payroll maintenance and supporting documentation in a timely manner to comply with applicable federal and state laws and College policies and procedures.
- Develops and conducts training sessions regarding the Teacher Retirement System (TRS) and additional retirement topics.
- Collaborates with vendors and analyze appropriate documentation for work related injuries/illnesses, life, pension, and disability benefits claims.
- Contribute to continuous improvement initiatives related to employee experience, compliance, operational efficiency, and streamline, including automation to enhance leave processes and reporting.
- Assists with policy and procedure maintenance related to benefits and absences.
- Works closely with the Senior Manager - Benefits and Director of Benefits and Compensation for ad hoc requests.
- Assists with coordinating and attends annual enrollment, benefits, wellness, and retirement fairs, as needed.
- Travels throughout campus as needed.
- Performs other duties as assigned.
Education and Experience
- Bachelor’s degree required.
- At least two (2) years of TRS/ERS or other related retirement accounts experience required.
- Experience in higher educational setting is highly preferred.
- Experience with HRIS platforms (Workday preferred).
Skills and Abilities
- Excellent oral, written, presentation, and interpersonal communication skills.
- Excellent customer service.
- Advanced computer skills with proficiency in Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
- Bilingual, English/Spanish, preferred.
- Ability to work evenings and/or weekends as needed; willing to travel throughout Hidalgo and Starr counties using own means of reliable transportation.
- Demonstrated commitment to achieving the vision and mission of South Texas College.
- Ability to read, analyze, and interpret policies and procedures, and/or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
