Position: Transportation Engineer II or III; Pharr District (Pharr Area Office Section)

Transportation Engineer II or III – Pharr District (Pharr Area Office Section)

TXDOT’s Pharr District invites motivated Transportation Engineers II or III to join our Pharr Area Office Section located in Pharr, TX. The role involves managing the development of high‑quality roadways across Texas, with a focus on planning, design, construction, and operations.

Salary

Transportation Engineer II (B25): $90,000 – $114,099 annually ($7,500 – $9,508.25 monthly).

Transportation Engineer III (B26): $96,000 – $129,430 annually ($8,000 – $10,785.83 monthly).

Responsibilities
  • Assist Area Engineers with construction contract administration matters.
  • Coordinate with Area Engineers and review area office contract submissions.
  • Oversee construction project traffic control plans and periodically review traffic control devices.
  • Analyze and assist in the resolution of contract problems and disputes.
  • Assess and report actual project progress versus planned progress for routine and complex projects.
  • Conduct pre‑construction meetings and public hearings.
  • Make presentations and represent TxDOT to stakeholders.
  • Meet with law enforcement agencies and city officials to discuss traffic problems and solutions.
  • Review shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.
  • Coordinate maintenance matters with Area Engineers.
  • Act as a consultant to staff engineers to coordinate construction operations.
  • Monitor contractor compliance with plans and specifications.
  • Oversee contracts, issue work orders, and monitor construction schedules and contractor payments.
  • Resolve differences between contractors and inspectors.
  • Perform additional job responsibilities as assigned.
Minimum Qualifications Education

Bachelor's Degree in engineering or related science, or higher degree accepted by TX PELS.

Experience may be substituted with graduate‑level education on a year‑per‑year basis.

Licenses and Certifications
  • Valid US driver’s license; position requires driving a state vehicle.
  • Licensed Professional Engineer. Professional engineers licensed in another state, but not yet licensed in Texas, must obtain a Texas license within six months of hire and sign an agreement to that effect.
Competencies (Transportation Engineer II)
  • Preparation, review, processing, and compliance of plans, specifications, and estimates.
  • Knowledge of construction engineering policies and procedures.
  • Planning and sequencing of construction phases.
  • Management of traffic control devices operation and maintenance.
  • Understanding of testing methods, processes and procedures.
  • Use of Critical Path Method for project management.
  • Contract development and oversight.
  • Negotiation and settlement of differences, maintaining professional relationships.
  • Effective presentation and communication skills.
  • Leadership in assigning, reviewing, and monitoring work of others.
  • Problem‑solving and decision making to support business objectives.
Physical Requirements
  • Work in varying environmental conditions, including noise and vibration.
  • Wear protective gear such as respirator and hard hat.
  • Lift up to 50 lbs., frequently lift or carry objects up to 25 lbs.
  • Stand, walk, crouch, and perform frequent bending, stooping, and kneeling.
  • Travel between job sites, including long distances.
  • Operate vehicles and heavy equipment.

This job is physically demanding and requires a pre‑employment physical exam.

Must pass a drug test prior to employment. This position is a Safety Impact role and is subject to random drug testing. Drug and Alcohol Testing Regulations prohibit medical marijuana as a valid exoneration.
