Scope of the Role

The Chief Financial Officer provides citywide financial leadership, ensuring sound stewardship of public funds and reliable reporting that supports informed decision-making. This onsite, full‑time role in Pharr, TX oversees financial strategy and governance across accounting, investments, and debt management.

Key responsibilities include establishing and maintaining accounting and financial policies; managing investment and debt management practices; staying current with GAAP and Governmental Accounting Standards Board (GASB) pronouncements; preparing the Quarterly Investment Report and affirming compliance with PFIA and Authority policy; and serving as the primary financial liaison to external auditors, including communicating significant operational changes and resolving complex audit matters.

Required Qualifications
  • Bachelor’s degree in Accounting, Finance, or related field
  • 10+ years of progressively responsible professional experience in local or state government finance
  • Preferred: CPA, CGFO, or LGPP
