As a Contract Specialist I or II for the Pharr District Maintenance, you will support transportation projects by developing, reviewing, executing, and monitoring contracts that move initiatives from concept to completion.

You will collaborate with project managers, contractors, and stakeholders to ensure compliance with state and federal requirements, safeguard public resources, and contribute to successful project delivery. Salary Range:

  • Contract Specialist I (B16): $51,600 - $61,130 annually; $4,300 - $5,094.16 monthly
  • Contract Specialist II (B18): $60,000 - $71,055 annually; $5,000 - $5,921.25 monthly

Important: The Texas Department of Transportation reserves the right to determine the level based on the applicant’s work experience, education, skill level, and other factors, and based on business need.

Contract Specialist Roles

Contract Specialist I

  • Develop, analyze, evaluate, review, process, ensure compliance, inspect, implement and monitor contracts. Communicate with division and district personnel. Work independently on assignments; unusual issues referred to supervisor.

Contract Specialist II

  • Perform complex contract duties, including development, analysis, evaluation, review, processing, compliance, inspection, implementation and monitoring. Work with governmental officials and district personnel. Work independently on assignments; unusual issues referred to supervisor.
Essential Duties

The essential duties for Contract Specialist I include:

  • Assist in developing, writing or revising contracts, amendments, procedures, forms, and related documents.
  • Assist in printing, collating, preparing documents, and binding contracts/manuals for distribution.
  • Audit payment invoices for completeness, accuracy, and compliance with contract terms and governmental rules.
  • Conduct audits, research problems with proposals, contracts, contractors, or lettings; propose solutions.
  • Execute agreements and contracts.
  • Maintain and update data, reports, files, records, logs, and procurement documents; write routine correspondence.
  • Meet with project managers to identify objectives and issues concerning contracts.
  • Prepare bid proposals, research previous contracts, write specifications, advertise for bids, coordinate bid processes and openings.
  • Review contracts, amendments, subcontracts, change orders, time extensions, and qualifications.
  • Performs other related duties as assigned.
