Position: County Fiscal Officer 1, D&A - (Local Government)

Description

of Work
  • Prepare monthly fiscal reports and monitor expenditures for program areas.
  • Review financial records and apply accounting principles to various transactions.
  • Post entries to the general ledger and prepare adjustments to correct or close accounts.
  • Monitor funds, reconcile balances, and correct issues during transaction processing.
  • Develop and evaluate invoices and fiscal reports for Drug & Alcohol and System of Care programs.
  • Communicate with providers and staff to ensure compliance with contracts and grant requirements.
Work Schedule and Additional Information
  • Full-time employment.
  • Work hours:

    8:00 AM to 4:30 PM, Monday‑Friday, with 60‑minute lunch.
  • May involve overnight travel or out‑of‑county travel for meetings or training, and irregular hours including evenings, weekends or holidays.
  • No telework option.
  • Starting salary may be non‑negotiable in some cases.
Requirements and Eligibility
  • Two years as a Fiscal Technician and six college credits in accounting; or
  • Five years of bookkeeping experience and six college credits in accounting; or
  • Three years of accounting and/or budgetary experience and a business‑related associate’s degree that includes six college credits in accounting; or
  • One year of accounting and/or budgetary experience and a business‑related bachelor’s degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.
  • Must meet the PA residency requirement. (See policy link.)
  • Must be able to perform essential job functions.
Legal Requirements
  • Pass a background investigation.
  • Conditional offer of employment requires a drug screening.
  • Position falls under the provisions of the Child Protective Services Law.
  • Conditional offer of employment requires submission and approval of satisfactory criminal history reports including PA State Police clearance, PA Child Abuse history clearance, and FBI fingerprint clearance.
