INCATech is seeking a Contract Specialist to provide acquisition and contract administration support to the Federal Aviation Administration (FAA). The successful candidate will primarily support the NOTAMS program and may also be assigned contract actions for other FAA customers.
The position requires demonstrated experience supporting system and software development acquisitions and administering cost-reimbursement contracts, particularly Cost-Plus-Award-Fee (CPAF) and Cost-Plus-Incentive-Fee (CPIF) arrangements. The ideal candidate will be comfortable working with technical and program stakeholders, analyzing contractor cost proposals, supporting negotiations, and administering complex development contracts throughout the acquisition lifecycle. Other supported requirements are largely commercial services, so experience with simplified acquisitions, GSA Schedules, and other commercial acquisition methods is also valuable.
RESPONSIBILITIESThe Contract Specialist will support the full acquisition lifecycle, with particular emphasis on system/software development, cost-type contracting, and commercial services acquisitions:
- Support acquisition planning and contract administration for FAA system and software development requirements.
- Review procurement request packages and support development of acquisition strategies, market research, statements of work/performance work statements, independent government cost estimates, and related acquisition documentation.
- Develop and support issuance of Requests for Proposals (RFPs), Requests for Quotes (RFQs), amendments, and other solicitation documents for technical and services requirements.
- Support proposal evaluation, cost/price and cost-realism analysis, negotiation activities, and preparation of pre-award and award documentation.
- Administer cost-reimbursement contracts, including Cost-Plus-Award-Fee (CPAF) and Cost-Plus-Incentive-Fee (CPIF) arrangements, with attention to funding, ceilings, cost and fee structures, performance requirements, deliverables, and contract terms.
- Prepare and process contract modifications, funding actions, option exercises, change actions, and other pre-award and post-award contract actions.
- Review contractor invoices or vouchers, funding status, and contractual requirements; coordinate with program and financial stakeholders to identify and resolve potential cost, funding, or performance issues.
- Coordinate with Contracting Officers, program managers, technical representatives, financial personnel, contractors, and other stakeholders supporting software and system development efforts, including evolving technical requirements and program milestones.
- Support commercial services acquisitions, including simplified acquisitions, GSA Schedule orders, and other streamlined federal purchasing methods, as assigned.
- Maintain complete, accurate, and audit-ready contract files and supporting documentation, and assist with contract closeout and funding reconciliation activities.
- Manage multiple competing priorities and contract actions while maintaining accuracy, responsiveness, and adherence to acquisition timelines.
Experience:
- Demonstrated federal acquisition or contracting experience supporting complex requirements through the acquisition lifecycle.
- MUST HAVE Demonstrated experience supporting system development, software development, or other complex technical acquisitions.
- MUST HAVE Hands-on experience with cost-reimbursement contracts, including CPAF and/or CPIF contract types.
- Experience performing or supporting cost/price analysis, cost-realism analysis, proposal evaluation, negotiations, and preparation of award documentation.
