Project Delivery Consultant – Energy & Infrastructure Projects

A prominent provider of sustainable infrastructure and facility enhancement solutions is in need of a seasoned Project Delivery Consultant to assist with project development activities throughout the lifecycle of projects. This position acts as a crucial liaison between various stakeholders, aiding in the formulation of project strategies, budgets, schedules, and execution plans. The Project Delivery Consultant plays a vital role in acquiring new projects and ensuring successful project outcomes.

The ideal candidate will possess a blend of project management skills, construction expertise, financial knowledge, and strong client-facing abilities, particularly within the realm of large-scale commercial, institutional, government, energy, or infrastructure projects.

Key Responsibilities Project Development & Pre-Construction
  • Create project execution plans, delivery strategies, schedules, and preliminary budgets during the pursuit phase.
  • Assist with project opportunities from initial assessment through contract award.
  • Collaborate with internal teams to devise competitive project solutions.
  • Provide input on vendor selection, value engineering opportunities, and risk mitigation plans.
  • Develop detailed cost estimates, labor forecasts, and project schedules.
  • Participate in contract negotiations and aid in establishing favorable commercial terms.
  • Evaluate project scope, requirements, and risks throughout the development process.
Project Planning & Execution Support
  • Develop and maintain initial project schedules.
  • Determine staffing requirements and resource allocation plans.
  • Coordinate with delivery leadership to forecast future resource needs.
  • Assist with project setup, documentation control, and governance processes.
  • Act as a technical resource for construction managers during project execution.
  • Support change management efforts and ensure proper documentation of scope modifications.
Customer & Stakeholder Management
  • Build and maintain relationships with customers, contractors, and industry partners.
  • Establish customer touchpoints throughout the project lifecycle.
  • Present project plans, budgets, and strategies to clients and stakeholders.
  • Influence project decisions through communication and negotiation skills.
  • Provide guidance during project development and transition phases.
Financial & Commercial Leadership
  • Support development of project financial plans and forecasts.
  • Contribute to achieving project profitability objectives through estimating and procurement planning.
  • Participate in project financial reviews and reporting activities.
  • Assist in developing project cash flow strategies and contract structures.
  • Negotiate and finalize payment milestones.
Compliance, Safety & Continuous Improvement
  • Ensure compliance with contractual and regulatory requirements.
  • Promote safety-focused project practices.
  • Support project risk management and documentation processes.
  • Participate in project closeout reviews to drive improvement.
  • Maintain ethical standards in business activities.
Qualifications Required
  • Bachelor’s degree in Engineering, Construction Management, Business, or related field.
  • 10+ years of experience in project delivery, construction management, or related industries.
  • Strong background in estimating, scheduling, and construction planning.
  • Experience managing complex projects.
  • Proficiency in scheduling software and Microsoft Office Suite.
Preferred
  • Experience in energy performance contracting or sustainability projects.
  • Understanding of construction delivery methods and procurement strategies.
  • Experience with evaluating project risk and contract structures.
  • Familiarity with public sector projects.
