Duties Help
* As a Branch Chief and senior program manager, the incumbent has overall responsibility for planning programs, projects, and assignments within the Philadelphia District's (NAP) area of responsibility.
* Provides executive level supervision over the multi-million dollar programming, planning, design, and construction program funds, from conceptual stages through project completion.
* Coordinates and manages all aspects of programs throughout their life cycle.
* Reviews and coordinates program design and construction schedules, as well as, procurement schedules, to ensure that customer requirements are being properly recognized, priorities are being met, and commitments are realistic.
* Directs and ensures the orderly transfer of completed construction projects to government agency officials.
* Responsible for the management and oversight, coordination, and review of all work of the branch.
* Directs the activities of assigned project managers who are responsible for establishing, scheduling, and monitoring programming and construction projects.
* Represents the division in conferences, meetings, presentations, and technical negotiations with other agency personnel

* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* May be required to serve a one year probationary period.
* May be required to serve a one year supervisory probationary period.
* This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
* To perform the duties in this position the incumbent will be required to perform long and/or short TDY assignments both CONUS/OCONUS.
* Required to submit a Financial Disclosure Statement, OGE-450, (5
CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
* This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment. Qualifications This announcement uses the DHA for Certain Personnel of the DoD Workforce direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. A. Degree:
Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

B. Combination of
Education and Experience:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2)
Experience:
1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
