Position SummaryThe Design Engineer will support preconstruction design delivery under the direction of and in coordination with the Design Manager. The role involves understanding how Design‑Build and P3 projects fit together—contracts, standards, construction, designers, and deliverables— and coordinating RFIs, minor work changes, field design changes, and construction submittals during construction.
Essential Duties and Responsibilities- Work in the design process for various phases of the design lifecycle, from proposal, detailed design, and construction to provide the best technical solutions, optimize the design, minimize quantities and/or construction time, while meeting all technical requirements.
- Perform due diligence and review designs provided by sub‑consultants and clients, conduct quality control reviews, and check designs with independent analyses.
- Assist in monitoring design progress against the design schedule, review and approve tasks to ensure deadlines are met.
- Be vigilant and anticipate technical risks and design strategies to protect the partnership team against those risks.
- Work in a multidisciplinary environment, actively communicating with other departments and partners, particularly estimating and construction teams, to identify needs and evaluate alternative solutions.
- Initiate, coordinate, and design projects and calculations as needed.
- Review and propose revisions to technical provisions and design requirements.
- Develop or evaluate plans/criteria or special analyses required in support of the design effort.
- Review drawings and designer submittals for accuracy.
- Ensure construction plans and specifications conform to all applicable standards and requirements.
- Participate in meetings with owners, developers, partners, and consultants.
- Produce periodic reports, presentations, and synopsis as required by management.

Education,Skills & Qualifications
- Bachelor's Degree from an accredited four‑year college or university in Civil Engineering is required.
- 3‑6 years of related work experience, with experience with Design‑Build or Public‑Private Partnership projects.
- Registration as a Professional Engineer (P.E.) preferred;
Engineer‑in‑Training required. - Design Build Institute of America (DBIA) is highly valuable.
- Work ethic, integrity, and dedication to continual learning and solution‑seeking are essential.
- Ability to establish and maintain good relationships with clients, vendors, subcontractors, and construction partners is required.
- Familiarity with AASHTO, FHWA, and DOT standards is required;
PennDOT regulations desirable. - Familiarity with CAD is required;
Bentley Micro Station preferred. - Knowledge of Microsoft Word, Excel, and PowerPoint is required.
- P3 or Design‑Build experience in large projects (>$500 M) on the contractor or designer side is highly valuable.
- Knowledge of means and methods and construction techniques is highly valuable. On‑site and field experience on civil projects preferred.
- Remain in a stationary position for long periods.
- Drive sometimes for up to 2‑5 hours.
- Work in outdoor weather conditions.
- Perform walking, lifting, standing, bending, or reaching as necessary.
- Visual ability to perform tasks such as preparing and analyzing data, plans, drawings, outlines, viewing a computer, and extensive reading.
- Operate standard office equipment such as laptop, phone, keyboard, and mouse.
