Responsibilities Noblis MSD's mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) and their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings. We are looking to hire a dynamic, self-motivated Program Analyst with a go-getter attitude to provide engineering, technical, logistics, and obsolescence support to U.S. Navy ships and vessels related to the following systems and equipment:
Hull, Mechanical, and Electrical (HM&E) Combat Support Systems for U.S. Navy Surface Ships - both in-service and new construction.
Responsibilities Include:
* Interface between systems, software, and management teams to integrate and unify efforts for a cohesive approach
* Prepare, maintain, and manage requirements, processes, schedules, flow charts, risk matrices, and presentations to improve the program's operations and procedures
* Create, manage, and track Plans of Action & Milestones (POA&Ms) to ensure timely remediation and compliance with program objectives
* Lead and support process improvement initiatives to streamline program operations, enhance efficiency, and reduce redundancies across workflows
* Track and analyze efforts, resources, and personnel across multiple task areas and codes
* Perform task tracking and status reporting to ensure programmatic deliverables are on schedule and within scope
* Identify, assess, and manage program risks through development and maintenance of risk matrices and mitigation strategies
* Perform data analysis to aid in strategic planning for program development
* Assist with program assessments ensuring programmatic goals/milestones are well documented and achieved
* Develop and maintain working knowledge of the DDG-51 Machinery Control System (MCS)
* Facilitate, lead and help with numerous meetings including peer, design, program, and financial reviews
* Identify, document, and monitor problems associated with the DDG-51 MCS products
* Data gathering, entry, and processing
* Report to management with status and data mining requests
* Participate in special programmatic projects as required
* Work with Microsoft Office Suite (specifically Excel and Project)
* Work with Jira and Confluence software to manage tasking projects and develop Confiforms
* Utilize Fusion software for program management, resource tracking, and reporting
Required Qualifications
Education:
Bachelor's Degree in an Engineering Discipline, business, or technical field (Advanced Degree applicable at senior level)
Experience:
* One to seven+ years of professional experience in engineering/science management, operations research analysis, financial/cost analysis, project management, or administrative work. Configuration Management experience may be substituted.
* Senior level requires significant experience in U.S. Navy programs or operations.
* Proficiency with Microsoft Office Suite (especially Excel and Project) Clearance:
* Active DoD Secret security clearance or the ability to obtain one. (US citizenship required) Desired Qualifications DESIRED QUALIFICATIONS
* Experience with Atlassian Software including basic development skills of Jira and Confluence
* Experience with Fusion software for program/project management and reporting
* Experience with the PIEE tool
* Proficiency with Microsoft Outlook
* Attention to detail and meticulous record keeping and analysis
* Ability to prioritize tasking and manage time effectively
* Ability to multi-task and meet deadlines without incurring undue risk or degraded quality
* Ability to work on a large diverse team and independently after some guidance
* Outstanding written and verbal communication skills
* Outstanding organizational skills SPECIAL REQUIREMENTS Employees working in naval industrial environments, whether shipboard or pierside, must meet certain physical requirements to safely perform essential job functions. Individuals must be capable of standing and walking for extended periods, often on uneven, wet, or slippery surfaces, and must be able to climb vertical ladders, stairs, and steep inclines while carrying tools or equipment.
The position requires the ability to work in confined spaces with limited ventilation and restricted movement, including crawling through narrow passageways and working in overhead or below-deck areas. Workers must possess sufficient manual dexterity and grip strength to operate hand and power tools, manipulate controls, and handle materials weighing up to fifty pounds on a regular basis, with occasional lifting of heavier objects with assistance.
