Job Summary

The Director, Work Planning is responsible for providing leadership, direction, and oversight for the intricate planning and coordination process for multi-discipline (Track, Electric Traction, Communications & Signals, and Structures) infrastructure construction and maintenance work groups on Amtrak's Northeast Corridor. This position will assist with short-term and long-term planning and implementation of in-house and third-party work groups, and developing labor resource forecasts to support each project.

Essential

Functions
  • Lead and oversee regional teams (Mid-Atlantic, New York, and New England Divisions) for the effective and coordinated planning of project-driven outages (track usage and AC/DC power) for in-house and third-party work groups along the NEC.
  • Work closely with the Sr Director for develop of comprehensive outage plans for the entire Northeast Corridor.
  • Collaborate with peers in other groups (Project Management, Construction Management, Transportation, Service Planning, Engineering System Offices, Capital Project Teams, Division Maintenance, and System Production) to develop comprehensive outage and labor support plans based on projected Annual Operating Plan (AOP) and Annual Grants (AG).
  • Oversee the development of Amtrak labor support forecasts (in-house direct labor and/or support of third-party construction) for Life of Project
  • Promote and facilitate collaborative working relationships with internal stakeholders (e.g., Service Delivery, Operations, IMCS) and external stakeholders (e.g., FRA, NEC state, freight, and commuter rail partners, NEC Commission staff).
Knowledge, Skills, and Abilities

Fundamental knowledge and understanding of:
Railroad operations and/or maintenance and construction of railroad infrastructure. Working knowledge of the Northeast corridor and connecting commuter/freight routes. Amtrak's network, service, infrastructure, and train fleet. Railroad labor functions by craft (C&S, Electric Traction, Track, B&B/Structures). Microsoft Office suite, including Excel, Power Point, and Word; familiarity with Microsoft Project and Visio.

Minimum Qualifications

Bachelor's degree in Transportation, Engineering, or a closely related field. Equivalent combination of training, education, and relevant experience may be considered in lieu of a degree. 11+ years of relevant experience, preferably in the railroad industry.

Preferred Qualifications

Strong understanding of:
Theories, principles, and practices of passenger railroad systems design, construction, operations, and maintenance. Railroad infrastructure and components, including track, structures, communications, signals, and electric traction systems.…
