Job DescriptionThe Organizational Setting
ICAO’s Capacity Development and Implementation Programme provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation.
The Operational Safety (OPS) Section in the Air Navigation Bureau is responsible for developing and updating Standards and Recommended Practices (SARPs) for inclusion in Annex 1 – Personnel Licensing, Annex 6 – Operation of Aircraft, Annex 7 – Aircraft Nationality and Registration Marks, and Annex 8 – Airworthiness of Aircraft. In addition, the OPS Section is also the steward of both PANS – OPS and PANS – Training.
The OPS Section also contributes to the ICAO Global Aviation Safety Plan and the ICAO Universal Safety Oversight Audit Programme (USOAP), manages safety recommendations addressed to ICAO, conducts and participates in seminars on subjects within its technical mandate. Furthermore, the OPS Section manages and supports Panels of the Air Navigation Commission and expert groups.
To provide technical assistance to States in airworthiness relating to the certification and safety oversight of air operators and approved maintenance organizations to effectively implement Annex 8 – Airworthiness of Aircraft and related SARPs, ICAO has developed the Implementation Pack (iPack) delivery model. iPacks include all necessary components for achieving their goal, including ICAO documents, standardized training courses, tools, a dedicated subject matter expert working either remotely or on‑site with the national iPack team.
For purposes of this job description, the national ICAO Government Safety Inspector Airworthiness – Air Operator and Approved Maintenance Organization Certification (AIR) iPack team is comprised of representatives from the Civil Aviation Authority, i.e. airworthiness inspectors tasked with certification of air operators and approved maintenance organizations. These team members are charged with certification and oversight tasks of air operators and approved maintenance organizations during and after the ICAO SME assignment period.
Majorduties and Responsibilities
Function 1 (incl. expected results)
Lead the ICAO Government Safety Inspector Airworthiness – Air Operator and Approved Maintenance Organization Certification (AIR) iPack team by introducing members to the Standards for airworthiness contained in the Annexes, and guiding them in the development of appropriate regulations, procedures, and guidance materials for inspectors to conduct certification and oversight activities, and reviewing an AMO formal application, achieving results such as:
- Explain to the iPack team the requirements of the Annexes for airworthiness and familiarize them with related guidance material.
- Lead the iPack team in reviewing an AMO formal application for acceptability.
- Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the formal application phase, application content, application review, and conduct of the formal application meeting.
Function 2 (incl. expected results)
Lead the AIR iPack team to evaluate an applicant’s Maintenance Procedures Manuals (MPM) and training curriculum and determine if initial approval can be granted, achieving results such as:
- Lead the iPack team in the evaluation of an applicant’s Maintenance Procedures Manuals (MPM).
- Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address line maintenance, contract maintenance, maintenance performed for an air operator, maintenance performed at another location, and maintenance records.
- Lead the iPack team in the evaluation of an applicant’s training curriculum and determine if initial approval can be granted.
