Position Summary

The Pricing Analyst serves as a key member of the pricing team and is responsible for developing, analyzing, and maintaining pricing models and cost proposals in response to Federal Government Requests for Proposals (RFPs), Task Order Requests (TORs), Requests for Quotes (RFQs), and Indefinite Delivery/Indefinite Quantity (IDIQ) opportunities. The analyst works in a fast-paced proposal environment and collaborates closely with the Senior Director of Pricing, Chief Delivery Officer, Business Development, Capture, Contracts, and Proposal teams to develop compliant, competitive, and executable pricing solutions.

The Pricing Analyst will support multiple contract types, with a strong emphasis on Firm-Fixed-Price (FFP), Cost Reimbursement, Time-and-Materials (T&M), Labor Hour, and proposals. The position is responsible for ensuring pricing compliance with solicitation requirements, corporate estimating practices, Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and applicable agency guidance.

Key Responsibilities
  • Support the development of pricing strategies that balance competitiveness, profitability, and execution risk.
  • Develop Basis of Estimate (BOE) documentation, labor models, staffing projections, and cost narratives supporting proposal pricing.
  • Prepare cost and price volumes in accordance with solicitation requirements, corporate estimating procedures, FAR, and customer instructions.
  • Develop and maintain complex pricing models in Excel, including labor builds, indirect rate applications, escalation calculations, subcontractor costs, fee/profit calculations, and cost-reimbursement structures.
  • Analyze government requirements, historical costs, staffing approaches, and competitive data to support proposal pricing decisions.
  • Develop cost proposals for Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), Cost Plus Incentive Fee (CPIF), T&M, LH, and FFP contract types.
  • Support cost realism, cost reasonableness, and price-to-win analyses.
  • Build and populate customer pricing templates and submission exhibits.
  • Validate labor categories, labor rates, indirect rates, escalation factors, and subcontractor pricing inputs.
  • Coordinate with technical, operational, contracts, and finance personnel to ensure proposed solutions align with pricing assumptions.
  • Assist with subcontractor pricing reviews and evaluation of cost proposals received from teammates and vendors.
  • Develop compliant pricing narratives and cost volume outlines and provide guidance to proposal contributors.
  • Support discussions, fact-finding activities, and pricing clarification requests during proposal evaluations.
  • Maintain proposal pricing files, assumptions, and supporting documentation to ensure audit readiness.
  • Participate in management reviews to identify pricing risks, assumptions, and opportunities.
Required Qualifications
  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, Mathematics, or a related field; equivalent relevant experience may be substituted.
  • Minimum of 3-5 years of Government Contract pricing, estimating, finance, contracts, or proposal development experience.
  • Demonstrated experience developing pricing models and cost proposals for Federal Government procurements.
  • Experience pricing and supporting Cost Reimbursement contracts, including development of direct labor, indirect cost structures, fee calculations, and cost narratives.
  • Working knowledge of the Federal Acquisition Regulation (FAR), particularly Parts 15, 16, 31, and other pricing-related requirements.
  • Experience evaluating and interpreting RFPs, Statements of Work (SOWs), Performance Work Statements (PWSs), and Section L/M requirements.
  • Advanced Microsoft Excel skills, including complex formulas, lookups, pivot tables, data analysis, and pricing model development.
  • Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
  • Ability to manage multiple proposal efforts and meet tight deadlines.
  • Excellent written and verbal communication skills.
Preferred Qualifications
  • Experience supporting proposals exceeding $10M in total contract value.
  • Knowledge of Cost Accounting Standards (CAS), Disclosure Statements, and DCAA-compliant estimating practices.
  • Experience developing pricing for professional services, workforce development, training, logistics, HR, or program management contracts.
  • Familiarity with GSA, DoD, VA, Army, Air Force, Navy, or civilian agency procurements.
