Senior Policy And Governance Analyst
The Senior Policy And Governance Analyst monitors, analyzes, and evaluates federal and state legislative and regulatory developments affecting Medicaid, CHIP, ACA Qualified Health Plans, and Medicare Advantage programs. This role supports the organization's policy strategy by conducting impact assessments, coordinating responses to proposed legislation and regulations, and collaborating with internal and external stakeholders on advocacy efforts. By providing policy analysis, executive briefings, governance support, and industry engagement, the position helps inform organizational decision-making and advance strategic policy objectives.
Job Duties- Policy Analysis & Research
- Conduct detailed analysis of proposed legislation and regulations to assess: business and operational impact, compliance implications, financial and competitive considerations. Develop regulator-ready summaries, issue briefs, and impact assessments for internal stakeholders and leadership. - Regulatory Comment & Response Development
- Lead or support development of: public comment letters, regulatory feedback submissions, policy position documents. Ensure positions are well-supported, aligned with organizational strategy, and responsive to regulatory intent. - ELT Policy & Governance Support
- Provide analytical and strategic support for executive leadership team and internal governance forums. Prepare materials including briefing memos, decision frameworks, executive summaries for leadership review. Track and follow through on policy decisions and action items. - External Engagement & Collaboration
- Coordinate and collaborate with: trade associations and industry groups (e.g., AHIP, PAMCO and other associations), external policy organizations and coalitions, consultants and regulatory advisors. Represent organizational perspectives in work groups, policy forums, and stakeholder discussions, as appropriate. - Cross-Functional Coordination
- Partner with internal teams (e.g., Product, Compliance, Legal, Government Affairs) to: align on policy positions, assess downstream implications of proposed policies, ensure readiness for potential regulatory changes. - Strategic Policy Support
- Identify emerging policy trends and risks across government programs. Provide forward-looking insights to support proactive policy positioning and advocacy strategy. Support development of executive-level briefings and board materials on key regulatory developments. - Regulatory & Legislative Monitoring
- Monitor and track federal and state legislative and regulatory activity, including: proposed and final rules (e.g., CMS, HHS, IRS), state legislation and agency guidance (e.g., DHS, PID, Pennie). Maintain a centralized tracking mechanism for proposed and enacted policy changes impacting government programs.
- Bachelor's Degree Public Health, Business Administration, Health Policy, or a related field
- 5 years Health Policy, Regulatory Affairs, Government Affairs, or related field
- Strong understanding of State and Federal rule making process, including legislative and regulatory environments
- Familiarity with Pennsylvania regulatory landscape (Department of Human Services, Pennsylvania Insurance Department, Bureau of CHIP, Pennie)
- Proven ability to: analyze complex policy and regulatory proposals, translate requirements into clear, strategic insights, and draft high-quality, persuasive written materials (e.g., comment letters, briefs)
- Strong stakeholder management and collaboration skills, including experience engaging with regulators, congressional and senate staff, industry associations, and cross-functional teams to advance policy, regulatory, and organizational objectives
- Ability to manage multiple priorities in a dynamic policy environment
- Juris Doctor
- Master's Degree
- 7 years Health Policy, Regulatory Affairs, Government Affairs, or related field
