Senior Technical Business Analyst Job Summary
Independence Blue Cross is seeking a Senior Technical Business Analyst with strong Agile experience to support cross-functional initiatives and technical delivery teams. This role requires a confident communicator who can engage diverse audiences, drive requirements clarity, and facilitate collaboration across stakeholders. The ideal candidate is adaptable, proactive, ownership-driven, and highly effective at multitasking in a fast-paced hybrid environment. Healthcare domain experience is a strong plus.
Key Responsibilities- Partner with business and technical stakeholders to gather, analyze, and validate requirements
- Lead requirements discovery sessions, workshops, and stakeholder meetings
- Translate business needs into detailed functional and technical requirements
- Create and maintain user stories, acceptance criteria, and backlog artifacts in Agile/Scrum environments
- Develop process flows, diagrams, and models using Visio or similar tools
- Produce high-quality documentation including requirements specs, process documentation, and decision logs
- Establish and maintain requirements traceability across the SDLC
- Support data migration initiatives by documenting mappings, rules, and validation requirements
- Collaborate closely with product owners, developers, QA, and project managers
- Facilitate communication between business and technical teams to ensure alignment
- Proactively identify risks, gaps, and dependencies and drive resolution
- Operate independently while maintaining strong collaboration with distributed teams
Skills & Qualifications
- Strong experience as a Technical Business Analyst in Agile environments
- Deep knowledge of SDLC methodologies
- Hands-on experience with Agile/Scrum frameworks and user story development
- Proven ability to develop detailed requirements and supporting documentation
- Experience creating process flows and diagrams using Visio
- Requirements traceability management experience
- Experience supporting or documenting data migration efforts
- Strong stakeholder engagement and facilitation skills
- Excellent written and verbal communication skills
- Demonstrated ability to multitask and adapt to changing priorities
- Healthcare industry experience (strongly preferred)
- Experience working with enterprise systems and technical teams
- Background in large, cross-functional transformation or modernization initiatives
