Position Title
Senior Systems Consultant
Position overview / Statement of WorkThe Senior Systems Consultant will work as a member of the Platform Engineering team (PE) within the Office of Innovation and Technology (OIT). The Consultant's purview will include consultations, trainings, and guiding modernization for the City's Office
365 platform. This includes SharePoint, One Drive, Teams, Exchange, Power Apps, Stream, Viva Insights, and related applications. It does not include Office Desktop apps (Word, PowerPoint, etc.). The role is expected to regularly meet and consult with clients to determine viable solutions to their issues. The ideal candidate can understand the business case and confidently walk clients through potential solutions and their impact.
The Consultant will conduct these meetings independently once familiarized with the Team's approach and workflows, and will serve as a subject matter expert on project teams when needed.
The Consultant must be comfortable offering and leading trainings from small group project calls through large group workshops for the City's IT community and other interested City parties. Over time, the Consultant will guide and facilitate the creation of a community of practice or exchange for these applications and the platform, as a trusted technical expert. The Consultant will be expected to become an active, supportive member of the PE team, attending all team meetings, supporting the adoption of Dev Ops principles, curating a document library, leading knowledge transfers and team-internal trainings, discussing and recommending team metrics, mentoring junior members, and collaborating with the larger IT community.
The Consultant will sometimes assist with very specific tickets tied to requests from VIPs or crises. However, on-call responsibilities are not a part of this role, and nearly all ticket work will tie to consultations or project work. In extraordinary circumstances, the IT Manager for PE may assign tasks as needed outside the above.
Work activities- Consult on use of Office
365 applications and products as needed - Offer regular scheduled trainings in the use of Office
365 applications and products - Serve as the resident technical expert for Office
365, with particular focus on SharePoint, One Drive, Teams, Power Apps, Stream, Viva Insights, Exchange, and Purview - Act as the arbiter of coming changes, feature updates, and new features for Office
365 products and applications - Champion and lead changes in the IT environment with regard to Office
365 products and assist with the adoption of an evergreen mentality for changes to applications and products - Join the PE team as an active, supportive, guiding member, with particular emphasis toward mentoring more junior members and offering opportunities for growth and knowledge transfer
- Develop and maintain relationships with other members of the City's IT community
- Report at least weekly to the supervisor on successes, blockers, and issues, and be able to raise potential issues before they arise
- Attend meetings, trainings, presentations, and consultations on-site and at City buildings other than the assigned office space as needed
- Coordinate with the Learning Management System team to provide technical trainings and support
- At least 7 years' experience with Office
365 applications and products, especially with SharePoint, One Drive, Teams (including Voice and Rooms), and Exchange - At least 5 years' experience scripting in Power Shell, with particular experience in conducting code reviews and using code repositories
- At least 3 years' experience offering and leading consultations to diverse groups of clients, including technical staff and business/programmatic staff
- At least 3 years' experience preparing, delivering, and leading trainings, especially with Office
365 products - Ability to track and complete tasks independently
- Ability to complete an FBI background check for CJIS clearance
- Ability to complete training for HIPAA compliance within the City of Philadelphia's HIPAA training requirements
- Experience with Microsoft's GCC licensing suite
- Experience with Power Apps
- Experience in Surface Hub and integration with M365
- Must be local and able to attend an in‑person interview for the 2nd round
