Position: Accountant II - Housing Department
ABOUT THIS POSITION

The City of Phoenix Housing Department's mission is to provide quality affordable housing and a pathway to self-sufficiency. To fulfill the mission, the City of Phoenix Housing Department owns approximately 5,000 units of public and affordable housing and manages more than 5,200 housing choice vouchers, providing homes to 25,000+ persons. It also offers financing to for-profit and nonprofit partners to help create additional affordable housing opportunities.

Responsibilities include and are not limited to:

* Prepare and analyze fiscal accounting reports and transactions for federal grants.

* Control revenue receipts for expense reimbursements and rental payments.

* Lead, review, and approve bi-weekly payroll reporting transactions and journal entries.

* Prepare budget and operating expense reports and conduct variance analysis.

* Read, interpret, and apply vendor contract agreement terms, payroll and benefit memorandum exceptions, and grant financial compliance requirements.

* Audit and review petty cash and inventory count controls.

* Collect data and prepare general ledger journal entries, invoice receipts, and supporting documentation.

* Answer expenditure and revenue questions from department staff.

* Plan, assign, coordinate, and supervise the work of Payroll Account Clerk III.

The Accountant II performs accounting theory, principles, and practices and their application to various municipal accounting transactions and problems. Work may include analyzing and monitoring the use of financial resources; assisting in the design and implementation of accounting policies, procedures, and internal control systems; liquidation of Purchase Orders; reviewing and maintaining financial reports; processing payments; performing journal entries; and conducting research on contracted City vendors payments.

The Accountant II may supervise professional and paraprofessional accounting staff (e.g. account clerks, accountants) and may assist in managing major city accounting operations, such as payroll, accounts payable, accounts receivable, budgeting, rate development, grant management, travel, payment ordinance, and budgetary and GAAP accounting/reporting.

IDEAL CANDIDATE

* Excellent analytical and problem-solving skills with great attention to detail.

* Ability to analyze and interpret complex agreements and administrative regulations.

* Well-developed competencies in complex decision making, effective communication, personal and interpersonal skills, and managing projects.

* Familiarity with accounting transactions rules, regulations, and internal controls.

* Ability to efficiently manage multiple priorities in a dynamic environment and be able to work independently with minimal supervision.

SALARY

Pay Range: $65,894.40 to $ annually.

Hiring Range: $65,894.40 to $92,726.40 annually.

* Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Please understand that this is pay grade 056. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

* Promotions occur when the last two digits of the pay grade increase.
