Job Summary:

The Arizona Department of Administration (ADOA), General Services Division (GSD), is seeking a highly skilled and autonomous Procurement Specialist to join our team. Crucial to ADOA's core mission, the State Procurement Office (SPO) and GSD play a strategic role in executing key contracts and projects across multiple internal and external state agencies. In this vital role, you will provide critical, real-time engagement between procurement management and the diverse stakeholders requesting services across various GSD departments-including Planning and Construction Services (PCS), Facilities Operations and Maintenance (FOAM), Physical Security, Fleet, Surplus, and Administration and Finance.

As a Construction Procurement Manager/Analyst, you will assist management by strategically procuring services based on current spending, supply challenges, and marketplace conditions. This role requires an expert who can evaluate vendors on price, quality, and reliability, while collaborating across GSD to align procurement activities with long-term strategic goals using a suite of lean tools. You will be responsible for leading complex proposals, developing contract specifications, negotiating terms to secure the best value for the state, and utilizing data analytics to assess costs.

Additionally, you will build dependable supplier relationships, manage the contract lifecycle from award determination through performance assessment, and collaborate with Human Resources, General Accounting, and the Attorney General's office to finalize agreements.

The ideal candidate must be highly knowledgeable in the Arizona Procurement Code statutes and policies, with a specialized focus on construction and design services. Because this role is deeply involved in construction planning and implementation, a thorough understanding of construction methods and industry best practices is required. We are looking for a self-motivated professional who operates effectively with minimal direct oversight, possesses the sharp judgment needed to escalate potential issues appropriately, and can confidently defend process integrity when challenged.

This position typically requires a bachelor's degree in Supply Chain, Business Management, Finance, or an equivalent field, paired with direct experience and a strong industry background in construction and facilities.

Job Duties:
  • Contract Development & Negotiation:
    Draft, review, and develop comprehensive contractual terms, conditions, specifications, and scopes of work for various services and materials, specifically focusing on requests for proposals (RFPs) and construction contracts.
  • Sourcing & Strategy:
    Collaborate with internal General Services Division (GSD) stakeholders to develop tailored sourcing strategies, cohesive proposals, delivery schedules, and milestone payment structures that directly support state business objectives.
  • Procurement Compliance:
    Interpret and ensure strict adherence to the Arizona Procurement Code, state statutes, and agency policies; conduct thorough research and analysis to prepare required written determinations and justifications.
  • Lifecycle Contract Administration:
    Lead post-award activities, including conducting post-award meetings, managing contract renewals and extensions, requesting and verifying certificates of insurance, and resolving complex contractual disputes.
  • Stakeholder & Vendor Relations:
    Serve as the primary point of contact between the State and external vendors for all contractual matters; build and maintain dependable, professional relationships with both suppliers and internal agency customers.
  • Departmental Support:
    Provide proactive, real-time procurement support and handle day-to-day operational requests for all GSD departments, including Planning and Construction Services (PCS), Facilities Operations and Maintenance (FOAM), Physical Security, Fleet, Surplus, and Administration and Finance.
  • Market Analysis & Reporting:
    Conduct ongoing market research to analyze industry trends, supply challenges, and pricing data, providing strategic recommendations and reports to management to optimize total cost and value.
  • Performance Monitoring:
    Establish, monitor, and report on supplier performance metrics; collaborate with internal customers to hold vendors accountable to contractual agreements and intervene when course correction is necessary.
  • Policy & Process Optimization:
    Assist in developing and refining internal procurement policies, procedures, and compliance guidelines within GSD to streamline the management of construction contracts.
