The City of Phoenix is seeking to fill Finance Procurement Officer vacancies within the Finance Department's Central Procurement Division. This division is responsible for purchasing a large variety of general goods and services, professional services, and technology that support citywide programs and operations. The Finance Procurement Officer conducts a variety of procurement activities, including the preparation of specifications, conducting competitive solicitation processes for commodities and services (public postings, creation of addenda, evaluation, negotiations, award, and execution), and the preparation, renewal, and monitoring of citywide commodities and service contracts.

Job duties include:

* Lead the development and execution of complex procurements, including goods, services, and technology projects, ensuring compliance with city procurement codes, best practices, policies, and applicable laws.

* Prepare and manage end-to-end solicitation processes such as RFPs, IFBs, RFQus, and cooperative agreements, including drafting scopes of work, technical specifications, evaluation criteria, and addendums.

* Negotiate contract terms and pricing with vendors; lead contract finalization and coordinate reviews with legal counsel as necessary to ensure risk mitigation and adherence to city standards.

* Oversee contract lifecycle management, including vendor onboarding, performance monitoring, amendments, renewals, and issue resolution. Maintain accurate procurement and contract records.

* Conduct cost and price analysis for competitive and non-competitive procurements.

* Participate in the review and refinement of procurement procedures, templates, and tools to promote efficiency, transparency, and legal compliance.

* Respond to vendor inquiries, protests, and public records requests.

Upon supervisory and department head approval, this position may work remotely up to 3 days per week.

IDEAL CANDIDATE

* Proven experience in public procurement, including developing scopes of work and technical specifications, conducting solicitations, facilitating evaluations, negotiating contracts, and executing awards.

* Excellent written and verbal communication skills, with the ability to break down complex information, respond effectively to inquiries, and provide exemplary customer service to departments, vendors, and City officials.

* Possesses strong problem-solving skills, initiative, and the ability to analyze information, make informed decisions, and exercise sound professional judgment.

* Is dedicated to continuous improvement to reduce redundancy, improve operations, decrease turnaround times, and streamline work processes.

* Knowledge of local, state, and federal laws related to procurement.

* Ability to correctly interpret complex laws and regulations, and agreements and to follow policies and procedures.

* Ability to effectively prioritize and manage multiple projects and meet deadlines.

* Provides exemplary customer service.

* Certification as a Certified Public Procurement Buyer or Officer.

SALARY

Pay Range: $80,121.60 to $ annually.

Hiring Range: $80,121.60 to $ annually.

* Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
