Job Summary:

The transportation compliance officer will be responsible for monitoring service quality and contract compliance among the contracted transportation vendors. The position will function as a central liaison, partnering with the DCS Contracts officer, the DCS statewide staff and transportation vendors to support effective service delivery, communication and consistent adherence to contract requirements.

Job Duties:
  • Ensures fidelity and compliance to the contract, monitoring the service delivery through quality assurance and technical assistance site visits throughout the state. Follows up with action items through the course of the visit. Works collaboratively with the contracted vendor liaison to problem solve barriers and ongoing challenges.
  • Oversees, monitors and evaluates service delivery to support outcomes, compliance and accuracy of reports. Identifies patterns that need improvement and helps identify solutions. Reviews with the DCS Contracts Specialist the monthly reports from the contracted vendor and identifies areas of improvement.
  • Facilitates ongoing and regular communication with contracted vendors.
  • Participates in meetings with various DCS statewide staff and various stakeholders. Helps educate DCS staff to inform them of the contracted service and requirement. May require driving on state business.
  • Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Monitoring service quality and ensuring contract compliance
  • Child welfare practices, relevant to area of assignment
  • Principals of continuous quality improvement
  • Interrelationships of public sector, partnerships and collaboration for child welfare service delivery
  • Project management
  • Guardian and other software application tools (Microsoft-word, excel, power-point)
  • Understanding of procurement process

Skills in:

  • Excellent verbal and written communication
  • Analyzing information and data to problem solve
  • Quality assurance principles, including monitoring service quality, auditing vendor performance, and ensuring compliance with contract requirements
  • Strong organizational skills, including prioritizing tasks, managing multiple projects, maintaining accurate records, and meeting deadlines efficiently
  • Effective problem solving identifying a problem but also analyzing it, generating solutions, and implementing the best course of action

Ability to:

  • Apply policies, procedures to appropriate area
  • Adhere to written and verbal instructions
  • Establish priorities
  • Facilitate meaningful discussions
Selective Preference(s):

Preference will be given to candidates with 1–2 years of field experience in case management, as this background offers valuable understanding of family needs and contract requirements, supporting stronger advocacy and more effective oversight of provider performance.

A valid Arizona driver's license is required. Additional information regarding driving requirements and insurance will be included in the job announcement for this position on the Arizona State Job Board. Employee must obtain and maintain clearance of the DCS Central Registry.
