Job SummaryThis position is responsible for the oversight of data management for the Newborn Screening (NBS) Program, ensuring the accurate capture, analysis, and reporting of large amounts of complex clinical data. Key duties include optimizing laboratory cutoff values to ensure population accuracy, building data frameworks to evaluate program performance, and translating complex outcomes into clear public information. This position will serve as a subject matter expert technical resource for all data-related issues.
Job Duties- Plan, design, and execute complex quantitative and qualitative program performance and population impact evaluations of various components of the Newborn Screening program from statistical analyses of program data from related databases.
- Develop, implement, evaluate and document data analysis methodologies, workflows and processes, including protocols for the determination and regular review of analytical cutoffs.
- Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations).
- Design and prepare reports in response to internal and external requests for data and technical assistance.
- Coordinate database system upgrades and other modifications between direct reports, other program staff, IT and product vendors.
- Other duties as assigned as related to the position
Knowledge Of:
- Descriptive and inferential statistical analysis techniques.
- Database architecture and structures, data queries, relational databases (e.g., SAS, SPSS, SQL) and reporting methodologies.
- Data visualization (e.g. Tableau, Power BI).
- Staff supervision and workload planning.
- Laboratory data outputs and testing methodologies commonly used in NBS Programs.
- The cause of inherited disorders, their effects and their laboratory evaluation.
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
- Laboratory Information Management Systems (LIMS)
- Project management.
- Spreadsheet analysis (Excel, Google Sheet).
- Scripting of automated workflow.
- Writing and presenting complex statistical findings.
- Leadership, supervision and effective work relationships.
- Interpersonal skills in dealing with wide variety of persons and organizations.
- Problem solving.
- Maintain effective working relationships.

Bachelors degree in a related field with 5 years of work experience in statistics, data management and molecular biology, biochemistry or related fields. A Master's degree will substitute for 2 years of work experience.
