Construction Manager/ Foreman, Regulatory Compliance Specialist
Austin Commercial is seeking a Senior Project Manager for our Phoenix, AZ Division. We set the standard for commercial construction and are looking for talented construction professionals to join us.
ResponsibilitiesOversees a major construction project by planning, scheduling, and coordinating all phases of the project.
Organizes and manages a large project staff, dividing duties of project managers and superintendents among multiple employee‑owners.
When a project is handled through a preconstruction agreement, works directly with owners and architects during plan development, providing technical and cost input (value engineering) and preliminary budget estimates. After drawings are complete, solicits subcontractor bids and prepares the final cost estimate and proposal.
Assumes overall responsibility for startup activities on the project; works with the superintendent on site security, temporary power, utility connections, office trailer placement, material storage, etc. In projects with limited site access, coordinates deliveries during specified hours with suppliers, trucking companies, and municipal police to minimize traffic disruption.
Performs detailed review of subcontractor bids for buyout, awards subcontracts after negotiations, ensures bonds and insurance are in place, and resolves contract interpretation issues.
Ensures all contract terms and specifications are met; inspects work regularly to confirm compliance with plans and specifications; works with the superintendent to maintain high quality standards; documents construction problems for future reference.
Approves subcontractor work for payment, codes invoices, signs pay requests, and ensures punch list items are resolved before final retainage release. Monitors subcontractor and vendor compliance with performance and payment obligations.
Maintains a cost accounting system per corporate guidelines, converts bid documents to cost elements in the Job Cost Statement, prepares monthly job status reports, and investigates cost variances outside of norms. Reviews labor cost reports with the superintendent and keeps field supervisors updated on unit costs versus the bid estimate.
Submits monthly pay requests for owners and architects, ensuring accurate and timely billing; identifies and corrects cause of any payment delays.
Works with the Scheduling department to develop and update the master construction schedule, incorporating changes, field performance, material availability, and other factors that influence completion dates.
Distributes proposed changes for price, verifies subcontractor pricing, evaluates the schedule impact of scope changes, negotiates and ensures owner approvals are in writing before work begins.
Works with the superintendent to ensure compliance with all federal, state, and local laws, ordinances, and building codes, including company policies on employment, compensation, health, safety, labor/management relations, etc. Takes corrective action to reduce litigation or fines.
Performs tasks associated with project completion, including closeout documentation, completion reports, final money collection, SWPPP, etc.
Establishes safety requirements and expectations; reviews the safety manual and procedures with the team; sets safety inspection protocols and uses Predictive Solutions; reviews accident reports and other safety documents.
Ensures the jobsite team collaborates and supports growth and development of team members.
Promotes training and development opportunities for subordinates, including on‑the‑job training, company‑sponsored programs, and external training.
Assumes a leadership role in career planning and development of project staff, including merit increases, promotions, and decisions on hourly‑to‑salary transitions, balancing individual and company needs.
- B.S. in construction management, construction science, engineering, or related field.
- 10+ years of commercial construction project management experience.
- Successful completion of OSHA 30‑Hour Construction Industry Outreach Training (can be obtained within first year of employment).
- Proficiency in project management software.
- Proficiency in cost projection, scheduling, financial analysis, budget reviews, and labor reports.
- Ability to build and manage multiple high‑performing teams.
