About This Position

The Planning & Development Department guides the physical development of the city by preserving historic sites, planning where construction occurs, and ensuring the safe construction of buildings and infrastructure. The department works with advisory and governing bodies to oversee city growth, governed by city codes and ordinances.

Role Summary

The Building Code Examiner
* Lead performs administrative reviews of electronic commercial and residential plan submittals, including Self Certification projects. The role reviews construction plans for compliance with adopted building, plumbing, mechanical, electrical and zoning regulations; provides code guidance to applicants; and supplies technical information to field inspectors.

Key Responsibilities
  • Review all electronic plan review (EPR) plans for completeness, including Self Cert submittals.
  • Review complex construction plans and specifications for compliance with adopted codes and ordinances.
  • Provide code and process guidance to applicants.
  • Research and enter technical data into computer systems for sites, permits, or plans.
  • Stay current with code updates and ordinance changes by attending seminars.
  • Provide technical information to field inspectors by reviewing and researching available records and maps.
  • Issue commercial permits at a public counter.
  • Coordinate with inspection staff to resolve construction document issues.

Salary and Hiring Range

Building Code Examiner
* Lead – Pay range: $37.58 – $55.41 per hour. Hiring range: $37.58 – $52.87 per hour.

Building Code Examiner – Pay range: $35.78 – $52.87 per hour. Hiring range: $35.78 – $43.49 per hour.

Minimum Qualifications Building Code Examiner
* Lead
  • Two years of experience reviewing construction plans, schedules and other data, to ensure compliance with building, plumbing, mechanical, electrical codes, zoning ordinance and related regulations (level comparable to Construction Permit Specialist II).
  • Must possess ICC Building Plans Examiner (B3) and ICC Accessibility Inspector/Plans Examiner (21) certifications.
  • Alternative combinations of experience and education may meet these requirements.
  • All finalists subject to a criminal background check applicable to the department or position.
  • Some positions require use of personal or city vehicles. Applicants must be physically capable, possess a valid driver’s license, have an acceptable driving record and maintain personal insurance coverage where required.
Building Code Examiner
  • Two years of experience reviewing construction plans, schedules and other data, to ensure compliance with building, plumbing, mechanical, electrical codes, zoning ordinance and related regulations.
  • Within 12 months of probation or lateral transfer, must obtain ICC Building Plans Examiner (B3) and ICC Accessibility Inspector/Plans Examiner (21) certifications.
  • Alternative combinations of experience and education may meet these requirements.
  • All finalists subject to a criminal background check applicable to the department or position.
  • Require personal or city vehicle use as described above.
Preferred Qualifications
  • Experience with standard building construction materials.
  • Experience interpreting and applying IBC and construction codes.
  • Experience preparing and interpreting building construction plans.
  • Experience using construction permit and electronic plan review software.
  • Experience in government jurisdiction.
  • Experience reviewing construction plans.
  • Experience working with the public or on a public counter.
