The City of Phoenix Planning and Development Department (PDD) is seeking a detail-oriented and customer-focused Engineering Technician to join the Payments and Submittal team.
The Planning and Development Department guides the physical development of the city by preserving our historic sites, planning where they can be built where, and ensuring the safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents as well as elected officials provide oversight as the city grows and needs to arise. The process is governed through the development and enforcement of city codes and ordinances.
The Engineering Technician will provide support to both internal and external customers through phone, email, in-person interactions, and various online platforms including Project Dox and PDD Online. Key responsibilities include facilitating customer workshops, responding to inquiries within the same business day, and offering step-by-step guidance to Electronic Plan Review (EPR) customers navigating PDD Online, Project Dox, or the Shape portal.
Additional duties involve processing payments, scheduling appointments, handling a high volume of incoming calls, applying fees, notifying customers upon plan completion, and issuing Certificates of Occupancy and Certificates of Completion. Daily tasks include generating quality assurance reports related to payments and customer service activities. Depending on the assignment or shift, the role may also encompass other essential or supplementary duties.

* Plans. Individuals that do not meet the minimum requirements below for the Engineering Technician may qualify for the opportunity to underfill at the Customer Service Clerk
* Plans level. Candidates at both levels should apply to this recruitment. This assignment differs from the base classification of Customer Service Clerk due to the higher level of discretion exercised in conducting research; and deciding, based on information available, which departments or divisions will be required to review and evaluate the building plans or which inspectors should be sent on priority calls.
IDEAL CANDIDATE
* Effective oral and written communication skills to assist internal and external customers in a fast-paced public.
* Demonstrated ability to provide quality customer service in person, by phone, email, or email.
* Ability to read, interpret, and update construction documents, such as quarter section maps.
* Ability to work with quick turnaround times and meeting established deadlines.
* Proficiency with using Microsoft Office skills (Word, Excel, Outlook, etc.)
* Knowledge of Permitting Process.
SALARY
Engineering Technician
Pay Range: $21.44 to $33.27 per hour.
Hiring Range: $21.44 to $28.73 per hour.
Customer Service Clerk

Pay Range: $20.92 to $30.92 per hour.
Hiring Range: $20.92 to $28.04 per hour.
Pay Range Explanation:
* Pay range is the entire compensation range for the position classification.
* Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
Internal Only:
Please understand that this is pay grade 340 for an Engineering Technician and pay grade 337 for Customer Service Clerk
* Plans. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.
* Promotions occur when the last two digits of the pay grade increase.
* Demotions occur when the last two digits of the pay grade decrease.
* Lateral transfers occur when there is no change to the last two digits of the pay grade.
* When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.
