Position Summary:
Plans, organizes, implements, and evaluates the Property Tax Education, Training, and Certification Program for ad valorem appraisal staff across the State of Arizona.
Job Responsibilities:
- Update, modify, and develop new programs as needed.
- Maintain current and up-to-date training content, manuals, and materials.
- Assist in the design of curriculum and training courses.
- Recommend the purchase of and direct the utilization of audiovisual and other training devices.
- May confer with county clients and agency management to ascertain training needs and goals.
- May confer with university and college officials and other professional training personnel to coordinate the development of specialized programs.
- Deliver training through online synchronous and asynchronous, and in-person classroom settings.
- Conduct training effectiveness assessments to ensure course objectives are met through attendee post-training feedback and pre- and post-training quizzes.
- Remain current on laws, regulations, policies, and best practices related to taxation through self-directed research, consultation with other practitioners and technical experts, subscriptions to regulatory, legal, and industry newsletters and briefs, membership in industry associations, attendance at meetings and events, participation in training, and other continuing education opportunities.
- Prepare special reports and monitor litigation.
- Actively contribute to team and individual effectiveness by attending staff meetings and work-unit or district huddles, and may cascade and track information as indicated.
- Complete all required training in a timely manner.
- Participate in assigned work teams as appropriate.
- May complete periodic metrics, projects, huddle boards, and reports as requested, including researching taxpayer inquiries, preparing management reports as needed, and participating in property appraisals that may include assigned valuations as needed by the district.
- Prepare for and actively participate in one-on-one coaching with the supervisor.
- Maximize work processes and deliverables through lean principles within the Arizona Management System (AMS), provide recommendations for process improvement, and engage in continuous improvement efforts as assigned.
- May collaborate with key internal leadership to facilitate education for local government staff and taxpayers on statutes, administrative codes, and state agency policies and procedures related to Arizona property tax.
- May attend meetings with external stakeholders on behalf of the Department, as needed.
- Perform other duties as assigned.
- Training in adult education and property appraisal.
- Associate's degree.
- Bachelor's degree (e.g., B.A.) from an accredited college or university.
- Minimum of three years of relevant experience, such as training content design and development, public speaking/training delivery, marketing, project coordination, and/or public relations.
- Minimum of two years of property appraisal experience.
- Any combination that meets the required knowledge, skills, and abilities (KSAs); typical ways of obtaining the KSAs may include, but are not limited to, training, coursework, and work experience relevant to the assignment.
