The Water Services Department is seeking a Stormwater Compliance Coordinator (Water Services Project Coordinator). The Water Services Project Coordinator is assigned to the Environmental and Safety Division (ESD) in the Water Services Department (WSD). This position will report to the Environmental Programs Manager and is responsible for managing the Stormwater Section. This position will be responsible for the Stormwater Program and the Arizona Department of Environmental Quality (ADEQ) issued Municipal Separate Storm Sewer System (MS4) permit in accordance with Federal, State and County rules, regulations, and requirements.
The Stormwater Compliance Coordinator will:
* Manage staff,
* Apply and assess rules and regulations for the WSD and the City,
* Develop policies and procedures,
* Prepare reports,
* Evaluate effectiveness of public outreach,
* Perform specialized project management and apply enforcement activities as necessary for program oversight.
As part of the Stormwater Program Management, the WSPC will work with various departments as the to ensure compliance with the MS4 Permit, including the Streets Department for operations and maintenance needs, capital improvements, GIS Mapping, and asset management of the stormwater infrastructure, Office of Environmental Programs, Public Works, Law, and other WSD sections such as Industrial Pretreatment, Engineering, Wastewater Sampling, and Wastewater Collections to meet Clean Water Act requirements.
IDEAL CANDIDATE
* Strong organizational skills to manage multiple tasks, prioritize at short notice and recognize that meeting regulatory reporting deadlines is the top priority.
* Knowledge of regulatory requirements for the Clean Water Act. specifically relating to Municipal Separate Storm Sewer Systems.
* Understanding the City of Phoenix codes and requirements pertaining to stormwater management and system operations.
* Technical writing and review capabilities (e.g. policies, procedures, rules, and reports).
SALARY
Pay Range: $84,468.80 - $ annually.
Hiring Range: $84,468.80 - $ annually.

Please understand that this is pay grade 063. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

* Lateral transfers occur when there is no change to the last two digits of the pay grade.

MINIMUM QUALIFICATIONS
* Five years of professional experience in a water and wastewater utility, including supervisory experience.
* Bachelor's degree in business administration, engineering, or a closely related field.
