Operations Manager
Job Summary
Serve as Program Administrator 2 for the Utility and Railroad Engineering (URR) Section, providing strategic leadership, operational oversight, and direction for a multidisciplinary team of engineering utility and railroad coordinators. Lead daily operations, ensure collaborative planning, coordination, and information dissemination with internal and external stakeholders, and maintain compliance with federal, state, and organizational mandates.
Job DutiesProvide strategic leadership and oversight for the URR team, manage the Subsurface Utility Engineering (SUE) on‑call contracts, and oversee the Railroad At Grade Crossing Safety program (Section 130). Prioritize and coach staff, implement process improvements, ensure procedures and contingency strategies comply with regulations, and develop master agreements with railroads and utilities.
Knowledge, Skills & Abilities- Principles and practices of Civil Engineering as applied to the development, design, construction, and maintenance of the State Highway System.
- Understanding of Federal and State regulations, agency standards, and project development, railroad and highway design development and construction specifications.
- Familiarity with risk assessment methodologies for legal contracts and agreements.
- Knowledge of laws and federal regulations including Prior Rights, Subsurface Utility Investigations, Section 130 program, and ADOT’s relationship with the ACC.
- Understanding of budget development and administration.
- Supervising and managing staff and programs effectively.
- Strong oral, written and verbal communication, problem‑solving, and analytical skills.
- Decision making in conflicting situations.
- Policy and data analysis, reporting, and presentation.
- Public speaking, outreach, and stakeholder coordination.
- Proficient computer skills, including GIS use and scheduling reports.
- Clear and concise communication with professionals, utilities, government representatives, and the public.
- Analytical ability to apply complex state and federal regulations related to highway development.
- Prioritization and delegation of work.
- Problem solving, organizing, analyzing, and coordinating activities.
- Conduct meetings and presentations to diverse audiences to achieve consensus.
Education:
BS in Civil Engineering or closely related field.
Minimum 2–5 years of demonstrated complex utility and railroad teamwork, including team leadership responsibilities.
Pre‑Employment RequirementsPosition requires driving or vehicle use; must possess a current, valid driver’s license, maintain acceptable driving records, and complete required training. Employees must maintain state‑required liability insurance.
