Job Summary
Supervises, manages, and schedules work activities of subordinate personnel; monitoring and enforcing removal of illegal encroachments, issuing a variety of permits defining the requirements for use of state highways. This includes permits for physical encroachments in the Right-Of-Way, varying from utilities to widening of the roadway, construction of entrances to major developments, permits for a variety of events and ADOT-sponsored programs.
Job DutiesSupervises, manages, and schedules work activities of subordinate personnel; complex personnel documentation, approves time sheets, approves travel and leave. Prepares staffing proposals or recommendations for additional resources. Oversees daily operations of the Permit Office by performing evaluations, assigning reviewing work and attending staff meetings.
Oversees and manages by conducting inspections, progress inspections and final field inspections to ensure permit compliance. Grants extensions of time, addenda to the work and issues letters of acceptance for the completed work. Provides technical assistance in determining compliance.
Reviews permit submittals for compliance with ADOT Standards and Specifications. Evaluates work to assure compliance with federal highway access control, hydrologic and traffic engineering requirements are met. Assures proposed work is in compliance with rules, regulations, policies, and revised statutes governing or affecting use of Right‑Of‑Way. Performs permit site inspections. Prepares permits citing specific requirements from the Standard Specifications and Standards drawings.
Assures all supporting documents are part of the permit. Distributes permit to the appropriate parties. Responds to customers and reviewers ensuring that direction provided by different reviews are not conflicting.
Reviews and assesses preliminary construction plans to determine impact on Right‑Of‑Way issues including legal access, requirements for additional access permits and utility conflicts. Performs review of all planning and zoning requests for a geographical district.
Performs other related duties such as attending local government coordination meetings as an agency representative; participates as a team member for quality improvement; attends various meetings with agency personnel, consultants and external customers. Produces reports. Researches information to resolve problems by meeting with the public, industry representatives, agency or legal staff.
Knowledge, Skills & Abilities (KSAs)KNOWLEDGE OF:
- Administrative rules and policies pertaining to permits.
- ADOT requirements for design, construction and traffic control planning for all roadway features as outlined in ADOT Standards Specifications.
- ADOT Standards Drawings for construction as well as The American Association of State Highway & Transportation Officials (AASHTO)
- ADOT Roadway Design Guidelines.
- Principles and practices of civil engineering as applied to development and construction of encroachments on the highway system.
- Highway construction methods and practices including roadway drainage, traffic engineering and structures.
- Federal Highway Association (FHWA) access control requirements; hydrologic studies and traffic engineering.
SKILLS IN:
- Written and verbal communication.
- Scheduling, organizing, and planning work assignments for optimal efficiency.
- Researching, reading, evaluating, and interpreting a variety of technical engineering documents such as survey data.
- Highway plans, quality control documentation, and instruments relating to the acquisition and disposition of real property (this will include deeds, easements, condemnations, rights of entry and orders of immediate entry).
