Job Description

The Estimator supports the full bid lifecycle for water, wastewater, and heavy civil infrastructure projects by preparing accurate and competitive cost estimates. This role analyzes project plans and specifications, develops labor and material costs, and coordinates closely with subcontractors, suppliers, and internal teams. The position is a long-term hire created to meet growing project demand and offers the opportunity to work on meaningful infrastructure projects that positively impact communities and the environment.

Responsibilities

* Perform detailed quantity take-offs from project plans and specifications for water, wastewater, and heavy civil infrastructure projects.

* Develop self-perform labor estimates, including productivity rates and man-hour calculations, to accurately forecast project costs.

* Source, evaluate, and compare competitive pricing for materials, equipment, and subcontracted scopes to support accurate bids.

* Solicit, coordinate, and manage subcontractor and supplier bid packages to ensure comprehensive coverage of all scopes of work.

* Review subcontractor and vendor proposals to confirm scope completeness, accuracy, and alignment with project requirements.

* Evaluate bids and recommend qualified subcontractors based on cost, scope alignment, and overall value to the project.

* Collaborate with engineers to clarify project scope, materials, constructability, and schedule requirements during the pre-bid phase.

* Assist in proposal development, including assembling estimate components and supporting documentation.

* Participate in internal estimate review meetings and support the final estimate assembly and presentation.

* Compile and maintain comprehensive bid documentation and historical cost data for future reference and benchmarking.

* Support project handoff for awarded work, including preparing and presenting scope and estimate summaries to project teams.

* Assist in presenting project scope and cost breakdowns to internal stakeholders to ensure clear understanding of project assumptions.

* Participate in subcontractor buyout and material procurement activities to help secure favorable pricing and terms.

* Support project teams with pricing and negotiation of change orders, including analysis of cost impacts and scope changes.

* Maintain and update historical cost data to improve the accuracy and competitiveness of future estimates.

* Perform additional estimating and project support duties as assigned to meet team and project needs.

Essential Skills

* At least 3 years of construction experience, including estimating within water, wastewater, or heavy civil projects.

* Proficiency in Microsoft Office, including Excel, Word, Outlook, and PowerPoint.

* Strong analytical skills with a high attention to detail when reviewing plans, specifications, and cost data.

* Excellent communication and interpersonal skills to work effectively with engineers, subcontractors, suppliers, and internal teams.

* Ability to work both independently and collaboratively in a team environment.

* Experience in construction estimation for heavy civil and water/wastewater projects.

Additional

Skills & Qualifications

* Bachelor's degree in Construction Management, Engineering, or a related field is preferred.

* Experience with design-build or Construction Manager at Risk (CMAR) delivery methods is preferred.

* Experience with estimating software such as Timberline (Sage) is preferred.

* Familiarity with Plan Swift or similar digital takeoff tools is a plus.

* Experience or familiarity with construction management processes and systems.

* Ability to manage multiple bids and deadlines while maintaining accuracy and organization.

* Interest in working on complex, high-profile infrastructure projects across the Western United States.

Work Environment

This role is based in an office in North Phoenix, Arizona, with projects located throughout the Peoria, Glendale, and Phoenix metropolitan area. Typical projects include water treatment plants, lift stations, booster stations, reclamation facilities, and other water and wastewater infrastructure. The position is salaried, with standard hours generally Monday through Friday from 6:00 a.m. to 2:30 p.m. or 7:00 a.m. to 3:30 p.m., and requires flexibility to adjust the schedule based on project demands.

The role currently operates on-site, with the potential for a hybrid arrangement in the future. Travel is local to the metro area, and there is no out-of-state travel required.
