Senior Estimator; Heavy Civil​/Highway - Phoenix, Arizona

Mission Hires is partnering with a leading heavy civil contractor to hire a Senior Estimator (Heavy Civil/Highway) in Phoenix, AZ. In this full-time role, you will lead complex infrastructure bids—roadway, aviation, and site development—owning takeoffs, pricing, subcontractor engagement, and internal bid strategy. You’ll drive competitive, risk-aware estimates aligned with operational capabilities and business goals, and support business development to help win strategic pursuits.

• Review project plans, specifications, and geotechnical data to develop accurate and competitive estimates
• Conduct site visits and pre-bid assessments to identify risks, constraints, and opportunities
• Define scope split between self-perform work and subcontracted trades
• Prepare and distribute complete bid packages to subcontractors and suppliers
• Develop detailed quantity takeoffs and cost estimates using industry-standard software (e.g., HCSS Heavy Bid)
• Evaluate subcontractor and supplier proposals; level bids and provide award recommendations
• Lead internal bid reviews and align stakeholders on pricing, risk, and execution strategy
• Support business development by contributing to win strategies, proposal narratives, and positioning
• Incorporate DBE/SBE participation and compliance requirements where applicable
• Maintain cost databases, production rates, and historical benchmarks for continuous improvement

• Bachelor’s degree in Construction Management, Civil Engineering, or related field (or equivalent experience)
• Minimum 5 years of heavy civil or roadway estimating experience
• Demonstrated experience estimating grading, paving, concrete, and transportation infrastructure projects
• Proficiency with estimating software, preferably HCSS Heavy Bid
• Strong analytical, communication, and presentation skills
• Ability to collaborate effectively in a fast-paced, results-driven environment
• Preferred:
  Experience with aviation/airport projects
• Preferred:
  Familiarity with AGTEK, On-Screen Takeoff (OST), Primavera P6, or similar tools
• Preferred:
  Experience with DBE/SBE participation and compliance requirements
