Queen Creek’s Town Council approved a 3.0% range adjustment effective 6/20/2026; the pay range for this position will be adjusted following this effective date.

Initial duties for this position will focus on performing advanced technical and field-based work supporting the Town’s water quality sampling, testing, and compliance operations, while also assisting in stabilization and backlog reduction efforts related to the Town’s backflow and cross-connection control program. This phase is critical to supporting regulatory compliance, operational readiness, and program continuity.

Initial Responsibilities
  • Coordinating and conducting water and wastewater sampling, testing, and documentation activities in accordance with Federal, State, and local requirements
  • Supporting compliance monitoring efforts through data collection, analysis, record reconciliation, and reporting activities
  • Conducting backflow inspections, testing coordination, and compliance verification activities
  • Performing field investigations and resolving outstanding compliance issues
  • Updating, reconciling, and validating program data to ensure accuracy and regulatory readiness
  • Coordinating with customers, contractors, laboratories, and internal staff to address deficiencies and support compliance objectives

As operational priorities stabilize, the position will transition into broader program coordination, compliance administration, and process improvement responsibilities supporting assigned water quality programs.

JOB CLASSIFICATION SUMMARY

Positions assigned to this class are responsible for performing advanced technical level duties in support of the Town’s water and wastewater quality compliance programs. This position serves as a subject matter expert for assigned program areas, including water and wastewater sampling, testing, regulatory compliance, cross-connection control, and backflow prevention.

DISTINGUISHING CHARACTERISTICS

This is a specialist level, non-supervisory para-professional classification in the water quality job family. Work requires considerable knowledge of water quality compliance programs, regulatory requirements, sampling and testing operations, and technical field operations. As a specialist, the employee coordinates and implements program activities, analyzes regulatory requirements, and ensures compliance with applicable Federal, State, and local regulations. The position operates with a high degree of independence, may serve as a technical lead or subject matter expert for assigned areas and supports program development, process improvement, regulatory reporting, and operational compliance initiatives.

  • Plans, coordinates, and executes water and wastewater sampling and testing programs; ensures quality assurance, data integrity, and regulatory compliance.
  • Leads and administers assigned components of the Town’s water and wastewater quality compliance programs, including cross-connection control and backflow prevention, ensuring alignment with applicable regulations and industry best practices.
  • Analyzes complex technical and regulatory data; identifies trends, compliance risks, and operational gaps; develops and implements recommendations for program improvements.
  • Monitors changes in Federal, State, and local regulations; evaluates impacts to Town operations and leads implementation of procedural and programmatic updates.
  • Independently interprets, applies, and enforces the Town Cross Connection Code and related ordinances, regulations, and guidelines; provides authoritative guidance to staff, contractors, and the public.
